About this file

This document is the Terms and Conditions for the State of Michigan Print & Mail Management (PMM) program. The State of Michigan manages print and mail services through PMM, which requires all bidding vendors to be pre-qualified and registered with the state. Vendors must accept Electronic Funds Transfer (EFT) payments as the payment method. Pre-qualification takes approximately one week from submission. All bids must be submitted online and include complete costs with freight to the delivery dock located at 7461 Crowner Drive, Lansing, Michigan 48913. Bids must be quoted on an F.O.B. Destination, prepaid basis, and late submissions will not be accepted. The General Services Building dock operates during standard business hours of 8:00 a.m. to 3:30 p.m., Monday through Friday, excluding standard holidays. Drivers must obtain an entry pass at the front office before proceeding to the dock and must provide identification.

Pricing and delivery specifications are detailed in the document with strict requirements for pallet configuration, labeling, and carton uniformity to ensure efficient warehouse management. No underruns are accepted; overruns are the vendor's responsibility and expense. All shipments requiring pallets must use single-face hardwood pallets meeting specific dimensional requirements (44" to 48" length, 36" to 48" width, 5'6" height maximum, and 4,000 pounds maximum gross weight). All cartons require standardized labeling including commodity numbers, descriptions, purchase order numbers, and package counts. For direct shipments to locations other than the primary dock, a signed packing slip must be submitted to Scott Barclay via fax or email with advance notification of shipment and expected arrival time. Invoices should be mailed to Print & Mail Management or emailed to Scott Barclay, in addition to entry into the VSS system. All electronic copy materials become property of the State of Michigan and must be provided in source software format with all revisions, fonts, and images, along with PDF copies.
