About this file
This document outlines the Terms and Conditions for the State of Michigan's Print & Mail Management (PMM) program, which governs vendor participation in state printing and mailing services. Vendors must be pre-qualified with PMM and registered with the State of Michigan to submit bids, with pre-qualification taking approximately one week. All bids must be submitted online and include complete costs with freight to the dock located at 7461 Crowner Drive, Lansing, Michigan 48913. Shipments must be F.O.B. Destination, prepaid, and late bids will not be accepted. The General Services Building dock operates Monday through Friday from 8:00 a.m. to 3:30 p.m., excluding standard holidays, and drivers must obtain entry passes at the front office before proceeding to the dock.
The document establishes specific requirements for packaging, labeling, and pallet specifications, including single-face hardwood pallets with maximum dimensions of 48" length by 48" width by 5'6" height and a 4,000-pound maximum gross weight. All cartons must be uniformly labeled with commodity numbers, descriptions, purchase order numbers, and package counts. The policy prohibits underruns, with overruns at the vendor's expense. Vendors must submit invoices to Print & Mail Management at the General Services Building address or via email to Scott Barclay, and all electronic materials, including source files and PDF formats, become the property of the State of Michigan upon delivery. Contact information for pre-qualification is provided for three PMM representatives: Mark Miller, Scott Barclay, and Graham Martin.
