☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

Starfish is cloud-based software that enables the Center for Academic Excellence to track attendance and session information for our Supplemental Instruction classes, Exam and Topic review sessions, Midshipmen Group Study Program sessions, Daytime & Evening Tutoring consultations, Strategies for Academic Success sessions and workshops, and Writing & Communication Center consultations and workshops. Starfish data is therefore essential not only for program planning, execution, and assessment, but it is also critical for assessing student academic performance and effort (for example, in the case of Ac Boards or Honor Cases). Key to Starfish is the report generating function, which is critical for decision making in the center. This is a follow on to purchase order N0018921P0559, where the current Starfish system in in place. Starfish software must integrate with existing USNA software, like MIDS. This integration is essential to the operation of the service and the ability for faculty, staff, and all stakeholders to access necessary student data. If any other software is integrated, it could cause the data corruption of over 4,500 UNSA students.

☒ A patent, copyright or proprietary data limits competition.

Starfish is solely owned and licensed by the Starfish company produced by EBA Global, INC. No other provider can license or provide an equivalent point of service for this software. There is no other just as suitable provider for this service.

☒ These are "direct replacement" parts/components for existing equipment.

This is a direct continuation of a previous contract for Starfish under purchase order N0018921P0559, which is relied on by the Center for Academic Excellence, primarily, and secondarily for professors & instructors, the Advising Office, the Commandant’s Staff, and any/all parties invested in midshipmen academic success.
