About this file

This is an Advanced Research Announcement (ARA) Call 016 for the Space Technology Advanced Research-Fast-tracking Innovative Software and Hardware (STAR-FISH) program, issued by the Air Force Research Laboratory (AFRL) Space Vehicles Directorate under solicitation number FA9453-21-S-0001. The call focuses on Topic Area 5, Space Strategic Technology Institute (SSTI): Space Cyber-Cognitive Overmatch (SCCO), seeking research and development efforts to create disruptive technologies that enhance space operations across cyber and electromagnetic spectrums, distributed architectures, and human-machine teaming while maintaining current mission viability and optimizing size, weight, and power constraints. White papers are due no later than August 13, 2026, at 1100 Mountain Daylight Saving Time via DoD Safe, with full proposals to follow for selected offerors. The Government anticipates awarding one or more contracts from a total of $25,000,000 in federal funding, with individual awards varying in amount and performance periods up to 60 months (57 months of technical effort plus 3 months for final reporting). Awards may be made as FAR-based contracts or assistance instruments (grants or cooperative agreements), with cost-type contracts requiring DCAA-approved accounting systems.

Eligible offerors include universities (with one university leading and two partnered), for-profit entities, non-profit entities, state and local governments, and small businesses; large businesses over 1,000 employees and federal agencies are ineligible. All work is anticipated at the Controlled Unclassified Information level, with strict restrictions on foreign participation—only U.S. citizens may access AFRL facilities and U.S. Government IT networks unless waivers are granted by the Contracting Officer. Proposals must demonstrate Gold Standard Science principles, produce immediately demonstrable results with clear success benchmarks, advance the President's policy priorities, and comply with specified screening criteria. The Government reserves unlimited rights to all data, and foreign travel requires prior approval. Pre-award costs are at the offeror's risk, and funding availability is contingent on appropriations. It may also include the design, development, and improvement of prototypes and new processes to meet general mission area requirements.

The Government anticipates making award(s) that will run up to 60 months in length, comprised of multiple budget periods. The overall effort is expected to be made up of numerous projects and/or programs, continuation will be contingent upon several elements, including satisfactory performance and Go/No-Go decision reviews. At the Go/No-Go decision points, the Government may evaluate offeror’s performance, schedule adherence, the extent to which milestone objectives are met, compliance with reporting requirements, and overall contribution to the project and/or programs. As a result of this evaluation, the Government may, at its discretion, authorize the following actions:

· Continue to fund the program/project, contingent upon the availability of funds,

· Recommend redirection of proposed effort,

· Place a hold on Federal funding, pending further supporting data, or

· Discontinue funding because of insufficient progress, change in strategic direction, or lack of funding.

If an Offeror was previously registered in Central Contractor Registration (CCR), the information has been transferred to SAM. However, it is in the Offeror’s interest to visit SAM and ensure that all their data is up to date from SAM and other databases to avoid delay in award. SAM replaced CCR, Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). SAM allows firms interested in conducting business with the federal government to provide basic information on business capabilities and financial information. To register, visit https://www.sam.gov.

It also does not apply to dual citizens who possess U.S. citizenship, to include Naturalized citizens.

For purposes of the paragraph above, if an IT network/system does not require AFRL to endorse a Recipient’s application to said network/system in order to gain access, the organization operating the IT network/system is responsible for controlling access to its system.
