About this file

This is a Question and Answer document for federal contract solicitation FA9453-21-S-0001 Call 016, SSTI 5 – Space Cyber-Cognitive Overmatch (SCCO), dated 15 July 2026. The document does not address specific products or services required, but rather clarifies eligibility requirements and procedural aspects of the solicitation.

Participation and Eligibility Requirements: Non-U.S. citizens may participate with a filed waiver and documented justification of unique skills. Dual citizens are permitted with submitted waivers reviewing secondary citizenship. Green card holders are considered permanent residents and are eligible. Foreign national faculty may serve as Co-Investigators if they obtain a waiver. The minimum team requirement is three universities, all identified in white papers. Foreign-owned organizations are prohibited from participation. Unallowable participants include FFRDCs, service academies (USAFA, AFIT, Army War College), large businesses, and UARCs (though UARCs may participate in non-funded roles). Non-profit 501(c) organizations are eligible. Award Structure and Process: The solicitation is a two-step process with white paper submission followed by proposal submission. Multiple white papers may be submitted from a single lead institution, and universities may serve as lead on one white paper while partnering on another. One, none, or multiple awards are possible from this call, with no preference for large teams with large budgets versus small teams with small budgets. The total ceiling is $25 million. Proposed costs must be valid for one year, with anticipated award start dates 3-6 months after white paper submission. Letters of support are not evaluation criteria. No minimum or maximum limit exists on Co-Investigators per institution. Hardware and test bed implementations are "highly desired" but not necessary. There is no specific Technology Readiness Level requirement. All publications undergo a review process, and researchers must treat all work as Controlled Unclassified Information until publication review is completed.
