About this file

This is Amendment 4 to an Advanced Research Announcement (ARA) issued by the Air Force Research Laboratory (AFRL) Space Vehicle Directorate at Kirtland Air Force Base under solicitation FA9453-21-S-0001, dated 18 May 2026.

The amendment updates the statutory authority from 10 U.S.C. 2373 to 10 U.S.C. 4023 for Procurement for Experimental Purposes and incorporates language from Executive Order 14303 (Restoring Gold Standard Science). AFRL/RV seeks white papers and/or proposals for research and development, modeling and simulation, fabrication, experimentation, characterization, testing, demonstration, prototyping, and analysis related to all aspects of space-flight systems, including space flight, on-orbit servicing, debris management, controlled reentry, associated ground systems, communications links, command and control, advanced spacecraft manufacturing technologies, and space system user equipment. The amendment also updates contracting references from the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) to the Revolutionary FAR Overhaul (RFO) and R-DFARS. Primary contracting contacts are Mr. Daniel J. Alvarado (AFRL/RVKV, 505-853-4755, daniel.alvarado.12@spaceforce.mil) with alternate contacts Ms. Caroline Salazar (505-677-3007, caroline.salazar.1@spaceforce.mil) and Ms. Stephanie Harris (385-682-4829, stephanie.harris.12@spaceforce.mil). Government Furnished Property clauses are specified for awards involving such property, with updated references to RFO and R-DFARS provisions regarding property management and administration.
