About this file
This is a Statement of Objectives (SOO) for the Secure by-Design Space Vehicle (SDSV) Topic Area 3 contract opportunity.
The effort aims to address cyber threats to national critical space missions including Position, Navigation, and Timing (PNT), Missile Warning/Missile Tracking (MW/MT), Intelligence, Surveillance, and Reconnaissance (ISR), and Satellite Communications (SATCOM) through research, design, development, testing, and demonstration of a comprehensive SDSV system leveraging Cyber-Hardened Satellite Software (CHSS) technology. The total period of performance is 51 months, consisting of a 12-month Base period followed by three 12-month Option periods and 3 months for final reporting. Work will be performed primarily at the contractor's facility with some tasks at Kirtland Air Force Base (KAFB) AFRL Space Capabilities Research (SCR). The space vehicle build occurs at a TBD contractor location, cyber-hardening is conducted at MIT Lincoln Laboratory (MITLL), and testing and evaluation is conducted at AFRL KAFB SCR.
The Base period (Months 1-12) focuses on system design, development, and initial hardening, requiring design and construction of a space vehicle flat-sat and cyber range, integration of the flat-sat with the cyber range, and initiation of cyber-hardening of flight software, with deliverable of a Design & Integration Report. Option 1 (Months 13-24) addresses integration and testing and evaluation including functional T&E, cyber-effectiveness T&E against a non-hardened baseline, with deliverable T&E Reports. Option 2 (Months 25-36) involves developing Concepts of Operations (CONOPs) and Courses of Action (COAs) for cyber detection, protection, and recovery, developing a user interface, and conducting ground-based demonstrations. Option 3 (Months 37-48) requires conducting on-orbit experimentation and live demonstration. The contractor will not perform cyber-hardening; MITL will execute this task. The government will provide CHSS interfaces, drivers, and space vehicle design requirements. Work classification ranges from CUI to SECRET, with most work at CUI level and T&E results potentially held at SECRET.

STATEMENT OF OBJECTIVES (SOO)
For Secure by-Design Space Vehicle (SDSV) Topic Area 3
1.0 Purpose
The objective of this effort is to address cyber threats to national critical space missions (e.g., Position, Navigation, and Timing (PNT), Missile Warning/Missile Tracking (MW/MT), Intelligence, Surveillance, and Reconnaissance (ISR), and Satellite Communications (SATCOM)) through the research, design, development, testing, and demonstration of a comprehensive Secure by-Design Space Vehicle (SDSV) system.
2.0 Background
Space vehicles are increasingly recognized as vulnerable platforms facing sophisticated cyber threats. To ensure mission assurance, there is a critical need to provide advanced defensive solutions for space assets. This project aims to reduce the attack surfaces of space vehicles and implement robust resiliency mechanisms that enable self-protection and rapid recovery from cyber anomalies, leveraging Cyber-Hardened Satellite Software (CHSS) technology.
3.0 Period and Place of Performance
• Period of Performance: The anticipated period of performance is a 12-month Base effort, followed by three (3) 12-month Option periods, plus 3 months for final reporting (Total 51 Months).
• Place of Performance: The work will be performed primarily at the contractors facility with some tasks performed at KAFB AFRL SCR. The space vehicle build will be conducted at TBD contractor location, the cyber-hardening will be conducted at MITLL and T&E conducted at AFRL KAFB SCR.
4.0 Performance Objectives
The Government's objective is to achieve the following capabilities and milestones across the period of performance. The contractor shall propose the specific methodology and detailed work breakdown to achieve these objectives:
Phase Technical Objectives & Deliverables
Base Period (Months 1- 12): System Design, Development, and Initial Hardening
Design & Build: Design and construct a space vehicle flat-sat and a corresponding space vehicle cyber range. Integration:
Integrate the flat-sat with the cyber-range and verify the functionality of selected space vehicle subsystems. Software
Hardening: Initiate cyber-hardening of the space vehicle flight software utilizing Cyber-Hardened Satellite Software (CHSS).
Key Deliverable: Design & Integration Report.
Option 1 (Months 13- 24): Integration and Testing & Evaluation (T&E)
Integration: Integrate the cyber-hardened flight software into the established flat-sat/cyber range environment. Functional T&E: Assess the function and performance of the cyber-hardened solution against a non-hardened baseline. Cyber- Effectiveness T&E: Develop cyber-attack scenarios and evaluate the defensive effectiveness of the hardened solution against the baseline. Key Deliverable: T&E Reports (Functional, Performance, and Cyber-Effectiveness).
Option 2 (Months 25- 36): Operational Procedures and Ground Demonstration
CONOPs & COAs: Develop and test Concepts of Operations (CONOPs) and Courses of Action (COAs) for cyber detection, protection, and recovery. User Interface: Develop a UI for interaction, visualization, and further development of the cyber-hardened solution. Demonstration: Conduct ground-based experimentation and system demonstrations. Key Deliverable:
CONOPs and COAs Report, Ground Demonstration Completion.
Option 3 (Months 37- 48): On-Orbit Demonstration
Live Experimentation: Conduct on-orbit experimentation and a live demonstration of the developed cyber-hardened space vehicle system. Key Deliverable: Successful On-Orbit Demonstration and Final Technical Report.
5.0 Operating Constraints
The contractor will not be performing the cyber-hardening of the flat-sat and software, MITLL will perform this tasks.
6.0 Government Furnished Property, Equipment, and Information (GFP/GFE/GFI) The government and MITLL developed CHSS and since MITLL will be performing the cyber-hardening, CHSS will not need to be given to the contractor. The government will provide CHSS interfaces and drivers in order for the flat-sat software to interface. The government will provide requirements/information for the space vehicle contractor to design the flat-sat and then build it.
7.0 Security Requirements
The work performed under this SOO is anticipated to be from CUI to SECRET. Most work can be accomplished at CUI but results from T&E may be held at SECRET.
