About this file

This is a Standard Requirements document for Sand (Aggregate for Ice Control) issued by the Iowa Department of Transportation for fiscal year 2027. The Iowa DOT is procuring natural sand and manufactured sand through competitive bidding, with approximately 70 line items for standard sand and 11 line items for manufactured sand to be delivered to multiple garage locations across six districts statewide. Estimated quantities range from 100 to 800 tons per location for standard sand and 150 to 700 tons per location for manufactured sand. The bid opened on May 14, 2026, with a question submission deadline and bid closing date of June 4, 2026, at 1:00 PM CDT. Bid opening is scheduled for June 3, 2026, at 1:00 PM CST with public attendance available via Microsoft Teams or telephone conference. The resulting contract will extend from July 1, 2026, through June 30, 2027, with an option to renew for five additional one-year periods at the Iowa DOT's discretion.

Bidders must provide FOB destination pricing per ton for all individual locations, with deliveries required between 7:30 AM and 3:30 PM on normal working days, Monday through Friday. Each delivery order must be completed within 10 working days, or the Iowa DOT reserves the right to procure from an alternative source. All delivery tickets must include product gross, tare, and net weights with certified scale facility stamps; no hand-written weights are accepted. Sand specifications require hard, durable, uncoated inert particles reasonably free from clay, silt, vegetation, and deleterious substances, with natural sand resulting from glacial or water action and manufactured sand produced from controlled mechanical breakdown of rock or slag meeting specified gradation requirements. No specific award value or budget range is disclosed; pricing will be determined competitively based on submitted bids. The procurement documents contain no set-aside designations or restrictions limiting responses to particular types of organizations, and no incumbent vendors or current contractors are identified. Awards will be made by line item to responsible bidders whose submissions are most advantageous to the Iowa DOT, considering cost, mandatory requirements, proposed staffing, and work capacity.
