About this file
This document is the Standard Illinois Certifications form issued by the State of Illinois Chief Procurement Office for General Services, applicable to all state and local contract opportunities. The certifications establish mandatory compliance requirements for vendors, subcontractors, and their affiliates throughout the contract term and any renewal periods. Vendors must certify compliance with 34 specific statutory and regulatory requirements covering areas including business legality, financial responsibility, ethics, environmental compliance, labor standards, and non-discrimination. The certifications apply to all contracts exceeding one year in initial or renewal terms and must be updated annually by January 1 of each fiscal year. Failure to maintain certification status or provide truthful certifications exposes vendors to contract voidance, debarment, suspension, civil fines, and criminal penalties under the Illinois False Claims Act.
Key certification requirements include: vendor legal entity status and authorization to conduct business in Illinois; absence of convictions for bribery, felonies, or securities violations; no delinquent state debt or tax obligations; compliance with environmental protection, lead poisoning prevention, and drug-free workplace standards; adherence to equal employment opportunity and human rights regulations; prohibition on bid rigging and collusive practices; compliance with the Revolving Door provisions and lobbying restrictions; use of domestically-produced steel for public works; and maintenance of cybersecurity standards per Department of Homeland Security directives. Vendors must also certify employment of job openings through Illinois JobLink, compliance with the Procurement of Domestic Products Act where applicable, and commitment to report suspected collusion or anti-competitive practices to the Illinois Attorney General and Chief Procurement Officer.
