About this file
This document is the Standard Illinois Certifications for state and local contracts issued by the State of Illinois Chief Procurement Office for General Services. The certifications apply to all vendors, subcontractors, and contractors engaged in contracts with the State of Illinois and must be included in their entirety for any contract term and all renewal periods. Vendors must maintain ongoing compliance with all certification requirements throughout the contract performance period and report any non-compliance. The certifications establish mandatory requirements covering legal entity status, educational loan defaults, pension incentive restrictions, business licensing, conviction histories, environmental violations, ethical conduct, tax compliance, workplace safety, and procurement integrity. Specific certifications require vendors to verify they have not been convicted of felonies, have not violated environmental protection laws, have not engaged in bribery or collusion, maintain proper business registration, comply with drug-free workplace requirements, and do not participate in international boycotts. Vendors must also certify compliance with the Illinois Department of Human Rights Act, Equal Employment Opportunity provisions, and restrictions on discriminating clubs.
Additional certifications mandate that vendors verify non-delinquency of state debt obligations, proper collection and remittance of Illinois Use Tax, compliance with the Revolving Door provisions of the Procurement Code, and restrictions on influencing procurement outcomes through compensation contingencies. For contracts exceeding $5,000, vendors must certify a drug-free workplace. Vendors must certify that steel products, equipment, and materials used in public works contracts are manufactured or produced in the United States, and that apparel is not produced through forced labor or child labor violations. Vendors certify compliance with the Lead Poisoning Prevention Act, Executive Order No. 1 (2007) prohibiting hiring of former state employees for lobbying activities, information technology accessibility standards, Elections Code registration requirements, and domestic product preferences under the Procurement of Domestic Products Act. The document provides specific Illinois Compiled Statutes citations for each certification requirement, establishing comprehensive compliance standards across employment, ethics, environmental, tax, and procurement integrity domains.
