About this file

This is a Question and Answer document for RFP STA26-PSCPJM issued by the Delaware Public Service Commission seeking proposals for PJM Interconnection consultant services. The RFP is an open solicitation process not limited to internal or pre-designated vendors. Proposals are due September 29, 2026 at 1:00 p.m. local time, with the question submission deadline having passed on September 1, 2026. The consultant will provide attendance at select PJM and Organization of PJM States, Inc. meetings and conference calls, analysis of PJM stakeholder positions, assistance with FERC filings on wholesale electricity issues, coordination on transmission planning, attendance at OPSI spring and annual meetings, and educational training services. The contract term is three years with two optional one-year extensions, with award notification anticipated December 1, 2026.

Proposals must include five paper copies submitted via USPS or similar service and one electronic copy submitted via email to PSCRFP@delaware.gov, with pricing provided in a separate electronic file. The submission requirements also mandate a signed, notarized non-collusion statement, exceptions form, confidentiality form, minimum three business references, and subcontractor information if applicable. Evaluation criteria are weighted as follows: qualifications and experience with PJM markets (25 points), familiarity with OPSI and knowledge of operating and voting procedures (25 points), familiarity with PARSEC (10 points), pricing (20 points), ability to meet ad-hoc and attend in-person meetings (10 points), and quality of staffing plan and personnel qualifications (10 points). Vendors must carry Commercial General Liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate, plus Miscellaneous Errors and Omissions insurance with identical coverage limits. The PSC reserves the right to reject proposals, award to other than the lowest bidder, or cancel the solicitation.

STA26- PSCPJM RFP Question and Answer

Q1: Upon further review, it states that the “proposal will not be open to the public but a list will be kept of vendors who submit proposals”. Does this mean that the RFP was posted but will awarded internally or to a pre-designated vendor?

A1: The deadline for receipt of proposals is September 29, 2026. Proposals will be evaluated based on the criteria in the RFP. This is an open RFP process that is not limited internally or to any pre-designated vendor.

Q2: Can you please let me know if any prospective vendors have submitted questions and where the corresponding responses can be found?

A2: We’ve only received one question (after the deadline for questions) which I have not had a chance to upload to the website yet:

September 17, 2026: “Upon further review, it states that the “proposal will not be open to the public but a list will be kept of vendors who submit proposals”. Does this mean that the RFP was posted but will awarded internally or to a pre-designated vendor? “

Answer: The deadline for receipt of proposals is September 29, 2026. Proposals will be evaluated based on the criteria in the RFP. This is an open RFP process that is not limited internally or to any pre-designated vendor.

Q3: Can you clarify the proposal submission requirements for the STA26-PSCPJM RFP? Is a physical submission required by September 29 at 1pm, or are electronic submissions via the PSCRFP@delaware.gov address (per the RFP, bottom of page 39) sufficient? Or are both required?

A3: Both are required.

Q4: The RFP’s main submission section requires five paper copies and one electronic copy on a CD, DVD, or USB drive, including a separate electronic pricing file, to be delivered to Matthew Hartigan at the Delaware Public Service Commission, 861 Silver Lake Boulevard.

However, another section indicates that proposals may be submitted by email.

Could you please confirm which submission method XXXXXXXXX should follow? If both methods are required, please confirm whether we should submit the proposal in hard copy and electronically by email.

A4: The paper copies can be submitted via USPS or similar service; the electronic copy can be submitted via email.

mailto:PSCRFP@delaware.gov

Q5: Did the State receive questions and if so, when will they be posted? One of the questions I'm looking to answer, and I don't know if you could provide a response at this time: The RFP states that, "Each proposal must be submitted with __5___ paper copies" if we submit electronically, are paper copies necessary?

A5: All questions were received after the stated deadline. This is a complete list of questions as of September 24, 2026. The paper copies can be submitted via USPS or similar service.
