Performance Work Statement

U.S. Department of Commerce National Oceanic & Atmospheric Administration

Office of Education

Administrative, Education, Facilitation/Consultant, Outreach, and Technical Support Services

1. Introduction The National Oceanic and Atmospheric Administration (NOAA) is one of several bureaus of the U.S. Department of Commerce, a cabinet level agency of the executive branch of the United States of America. This procurement is to acquire administrative, education, facilitation/consultant, outreach, and technical support services for NOAA Office of Education.

2. Place of Performance

The Office of Education (OEd) currently anticipates that the Contractor shall be required to conduct most work at the NOAA facilities located in Silver Spring, Maryland and Washington, District of Columbia. However, specific tasks may be performed at other locations (e.g., recruitment and site visits). Each task order will specify the place(s) of performance.

3. Mission

The Office of Education’s mission is to educate and inspire the Nation to use science toward improving ocean and coastal stewardship, increasing safety and resilience to environmental hazards, and preparing a future workforce to support NOAA’s mission.

4. Background

NOAA’s Office of Education (OEd) provides advice and counsel to the Under Secretary of Commerce for Oceans and Atmosphere in matters pertaining to education. The office, in conjunction with the Education Council, coordinates educational activities across NOAA and develops NOAA’s Education Strategic Plan and policy. These efforts help to ensure that NOAA’s education programs and activities are based on NOAA science and support the agency’s cross-cutting priority of promoting environmental literacy. The Office of Education directly implements and manages scholarship programs aimed at fostering American competitiveness in science by providing quality educational opportunities for the next generation.

PAGE 9 OF 51 ST-1330-16-RP-0170

The OEd also manages two websites, an internal OEd website http://www.oesd.noaa.gov/ and a web portal for NOAA education http://www.education.noaa.gov/.

NOAA Education Council: The NOAA Education Council consists of senior staff members from NOAA’s line and staff offices. The Council’s primary responsibility is to lead and coordinate NOAA-wide education and outreach activities and priorities, and make recommendations to NOAA leadership on all aspects of NOAA’s education efforts. The Office of Education provides staff support for the Education Council. Website:

http://www.oesd.noaa.gov/leadership/edcouncil

NOAA Educational Partnership Program with Minority Serving Institutions: The NOAA’s Educational Partnership Program with Minority Serving Institutions (EPP/MSI) provides financial assistance, through competitive processes, to students and Minority Serving Institutions that support the training of students and research in NOAA mission sciences. The goal of the Educational Partnership Program with Minority Serving Institutions is to increase the number of students from underrepresented communities who are educated, trained and graduated in fields that directly support NOAA's mission. NOAA's EPP/MSI is aimed at increasing programs and opportunities for individuals to pursue applied research and education in atmospheric, oceanic, and environmental sciences and remote sensing technology, in support of NOAA's mission. NOAA's EPP/MSI consists of two components:

1. Cooperative Science Centers These Centers advance education and collaborative research with NOAA, as well as graduate students and build capacity in NOAA-mission sciences at Minority Serving Institutions. Each Center is led by a Minority Serving Institution and partnered with a NOAA Line Office. Website: http://www.epp.noaa.gov/csc_index_page.html

2. Undergraduate Scholarship Program This scholarship program provides NOAA internships and one-on-one mentoring to increase the number of students, particularly from underrepresented minority communities, who attend Minority Serving Institutions and graduating with degrees in fields integral to NOAA's mission. Website:

http://www.epp.noaa.gov/epp_about_us_page.html

NOAA Ernest F. Hollings Undergraduate Scholarship Program: NOAA”s Ernest F.

Hollings Undergraduate Scholarship Program provides support for undergraduate student training in NOAA mission sciences and teacher education. Awards include academic assistance for full-time study during an academic year; a 10-week internship during the summer at a NOAA facility; and, if reappointed, academic assistance for full-time study during a second academic year. Website: http://www.oesd.noaa.gov/ scholarships/hollings.html

NOAA Environmental Literacy Grants Program: NOAA’s Environmental Literacy Grants Program is a competitive grants program that supports formal and informal/non-formal education projects implemented on regional to national scales. The ELG Program’s primary mission is to increase the understanding and use of environmental

PAGE 10 OF 51 ST-1330-16-RP-0170

information to promote stewardship and increase informed decision making by U.S.

educators, students, and the public, which directly contributes to NOAA’s mission. These competitive grants provide funding to an array of educational organizations that reach diverse audiences. The grants support informal and formal education projects, emphasizing partnerships that facilitate the integration of NOAA scientific data and other resources into education programs. Website: http://www.oesd.noaa.gov/grants/elg.html

NOAA Science On a Sphere Users Collaborative Network: NOAA’s Science On a Sphere® (SOS) is an animated sphere used in museums and science centers across the country, designed to display dynamic images and data of the atmosphere, ocean, or surface of a planet. The NOAA Office of Education formed the SOS Users Collaborative Network to bring SOS institutions together to work collaboratively on establishing best practices for this emerging technology. OEd is also responsible for a SOS exhibit in the Silver Spring campus and is responsible for the operations and management of this facility. Website: http://sosinssmc.education.noaa.gov/

NOAA Bay Watershed Education and Training Program: The NOAA Bay Watershed Education and Training (BWET) program offers competitive grants to promote locally relevant environmental education opportunities to students in grades K through 12, as well as related professional development for educators. All B-WET funded projects emphasize sustained, hands-on, experiential activities that are aligned with academic learning standards. NOAA B-WET responds to regional education and environmental priorities through local implementation. The program currently serves Chesapeake Bay, California, Hawaii, Pacific Northwest, Gulf of Mexico, and New England regions.

Website: http://www.oesd.noaa.gov/grants/bwet.html

Monitoring and Evaluation for NOAA Education: OEd is leading the development and implementation of a common evaluation and monitoring strategy for NOAA Education.

This framework provides a robust system for NOAA’s education programs, which will include common metrics, best practices and evaluation standards aimed at improving the effectiveness and reach of NOAA’s education programs.

NOAA Education Outreach Center: Located in Silver Spring, Maryland, the Education Outreach Center provides major support to all of NOAA and its external constituents with education and outreach materials to support various NOAA science-related events. As an example, the center supports the annual NOAA Bring A Child to Work Day through workshop development, coordination, and age-appropriate materials for students. In addition to supporting NOAA exhibits at conferences around the country, the center provides services to broader public audiences that request materials for local training and community events.

5. NOAA Education Activities

NOAA's education activities focus on connecting NOAA-related sciences, places, products, and services with the public, students (K-12 through post-graduate) and educators across the

PAGE 11 OF 51 ST-1330-16-RP-0170
