***Please note that a due date extension will not be granted***

1. The PWS Labor Mapping spreadsheet references an "Outreach and Education Program Specialist V." However, the Labor Categories document does not contain this labor category - the highest level is Outreach and Education Program Specialist IV. As well, there are other positions on the Attachment B “Labor Categories" document that do not appear on the XLS pricing matrix including Administrative Specialist I, II, and IV. Please clarify which positions are needed for the technical and cost proposal.

Please propose what is on the pricing matrix and refer to the labor mapping attachment as it pertains to the Outreach and Education Program Specialist.

2. Will there be a new pricing matrix issued to include the Program Manager? And other positions?

Yes. It has been added to the Solicitation as an Attachment today (November 20, 2015).

3. The Contract Question and Answer Form states "Please use the file labled "Updated Pricing Matrix (2)."" We can't find a document or file with this name in any of the published solicitation documents. (is this the one noted as 11.4.15?)

The most recently updated Pricing Matrix has been added as an Attachment today (November 20, 2015).

4. The PWS Labor Mapping spreadsheet references a "Financing/Accounting" position which we don't see in the Labor Categories document.

Please refer to the PWS section that that PWS Labor Mapping spreadsheet references for the Financing/Accounting position.

5. The Service Contract Act applies to this solicitation (as indicated in contract terms in conditions). Several of the labor categories supplied such as Administrative Specialist would quality as SCA. However, answers indicate that this is not SCA. Please clarify.

This question has already been addressed. SCA does not apply to the requirement.

6. Answers indicate the government would supply a new pricing sheet to eliminate the need for location. Could you please provide this?

This has already been changed. The pricing matrix never included a column or row for locations. Locations were only referenced within the Solicitation document.

7. Additionally, answers state a line item will be added for the contractor Program Manager and also state that the government does not have a need for a contractor Program Manager. Please clarify whether a Program Manager should be included as key personnel.

Yes, the Program Manager position was added.

8. Page 40 of the solicitation asks offerors to “demonstrate understanding of the challenges, and to describe their approach and internal processes for employing foreign nationals.” Please clarify whether this should be removed from the RFP ?

This question was addressed in the Question and Answers form. There are no requirements for deployments. Please disregard the reference within the RFP.

9. On the pricing sheet, the Total number is listed as 12. However it adds up to 14. Please clarify the total number.

The updated pricing sheet was added today and the total number is now due to the addition of the Program Manager.

10. Contract answers says the font size is specified on page 60 of the RFP, but the RFP only has 51 pages. You answered that 11 point for text and 9 point for tables was not acceptable, What is acceptable?

This was a typo. Please make the font no smaller than 10 pt font, Times New Roman (for figures and tables as well). No wider than .5 inch margins (all around).

11. Technical Answers Line 46 says that we can propose additional labor categories but Contracts Answers Line 75 says we cannot.

This was an inconsistency. Please answer to the updated pricing matrix.

12. Technical Answers Line 47 says you do not need a Contract/Program Manager but Contracts Answers Line 39 says a program manager will be added to the pricing matrix. The RFP refers to one.

The Program Manager Labor category has been added to the Pricing Matrix.

13. "We have reviewed the file provided entitled ATTACHMENT_B_Labor_Categories_11162015.

Please note that we did not find descriptions for Outreach and Education Program Specialist V and Finance/Accounting:

- Outreach and Education Program Specialist V

Please refer to the Labor Mapping (Attachment A) document

- Finance/Accounting

This position has more to do with program management duties, therefore please use your own discretion as to how you would like to price this position.
