Since we are to submit a signed copy of the certifications and representations contained in the solicitation at page 53, as well as a copy of the reps & certs contained in the SAM system, which box do we check off, if any, in paragraph K.1(b)(2)?
The way the instructions for this subparagraph read, it appears to be an either/or decision as to what box to check off:
either the SAM certs & reps are submitted and box (i) is checked off or the individual certs & reps in section K are submitted in lieu of submitting the SAM certs & reps and box (ii) is checked off, but there is no box to check off if both are to be submitted.
Neither box really applies when both sets of reps & certs are submitted in the same proposal.
Please advise how we should proceed in marking or not marking the boxes under paragraph K.1(b)(2) of this solicitation.
While paragraph K.1(d) indicates that the representations and certifications are incoporated by reference, the Government is requesting a copy in this solicitation. However, checking K.1(b)(2)(i) would be appropriate for instances where the offeror has completed them via SAM. The request for the representations and certifications is considered separate from this provision.
2 65 L.10 Volume IV
The revised instruction seems to require that Section I data for all past performance references be grouped together and fit within the first two pages of Volume IV, to be followed by up to 16 pages (2 per reference) containing only Section II data grouped together. Is this correct? Or would a 2 page introduction followed by up to 2 pages per reference containg both Sections I and II be acceptable.
Yes, information required by Section I has a 2 page limit and is separate from the information contained in Section II. If a introduction is included it would either be included in the 2 page limit for Section I or a 2 page limit for one of the references contained in Section II.
3 67 L.10.1 Section IV
The RFP Amendment 001 adds the following requirement to this Section: "If an Offeror, or any of its subcontractors, is not aware of any facts which create any actual or potential OCI relating to the award of this contract it must state so in this section." The instructions also request an OCI Mitigation Plan in accordance with the clauses and provisions listed in the solicitation. We respectfully request Government to amend Section IV to explicitly state that OCI Mitigation Plans are not necessary if the Offeror does not have an actual or potential OCI (in accordance with Final RFP Q&As #76 & 83). See Amendment A0002 for a revised RFP.
4 67 L.10.1 Section V Would the 3-page version of the certs & reps for our company as contained on www.SAM.gov be acceptable?
No, the complete representations and certifications are being requested.
5 70 L.10.5.1 1
Section L.10.5.1 says that we are to “Provide a fully burdened hourly rate (including profit) rounded to the nearest dollar..” In the spreadsheet provided by NOAA (J.6), the formula for the Year 1 rates is rounded to 2 decimal points. Does NOAA want the rates in J.6 to be in whole dollars, or rounded to two (2) decimal points?
The rates in Attachment J.6 shall be rounded to the nearest whole dollar.

Request the Government clarify if Past Performance Assessment Questionnaires are required for contracts/task orders that have a CPAR evaluation. In accordance with the instruction for all contracts identified in Section I above (L.9.4.1), Section A of the Past Performance Assessment Questionnaire (Attachment J-5) must be completed and submitted to the past performance reference responsible for the past/current contract.
Request clarification from the Government if a customer does not submit the questionnaire by 8 August will that be held against the offeror even though the offeror does not have control of the customers submitting. In accordance with the instruction The past performance reference shall be instructed to complete Section B of the questionnaire and e-mail the entire questionnaire to Pro-Tech@noaa.gov by August 8, 2016.
A questionnaire is requested for each reference identified in Section I and submitted by the date outlined in Section III. The Government may elect to consider data obtained from other sources.
