Provide services for modeling and simulation analysis of satellite systems. Question - Is this restricted to U.S. systems? Are there any particular modeling tools that are preferred by NOAA? The requirement will be determined on a task order basis but may not be restricted only to U.S. systems.
The requirements will be determined on a task order basis but usually the Government prefers widely used, commercially available, and open source tools.

Provide analyses of satellite program radio frequency systems. Question
- Does NOAA anticipate engaging domestic and international organizations in these analyses which they aren’t already? Which NESDIS/other agencies will provide RF characteristics of satellite systems for analysis and national/international frequency certifications/registrations? Are any particular radio frequency bands of more concern than others in this process? Which and why? What are the three most important WRC-19 agenda items from a NOAA perspective? The government is currently coordinating the WRC-
19 priorities.

Provide services to assess the impacts of satellite observations and observing systems on Numerical Weather Prediction, weather forecasting, and environmental monitoring.
Question - Some U.S. assets have been dedicated to the use of adjoint models to attribute model forecast accuracy to various input parameters. What has been done to implement adjoint models at EMC?
The government has not changed its current implementation process.

Provide services to integrate United States military, civilian and foreign meteorological spacecraft/sensor capabilities with common NOAA spacecraft/sensor system capabilities. Question - What is the future of the USAF DMSP system, at least partially managed currently by NOAA?
How will ground system assets be shared among U.S. and international participants? What, if any, additional ground system locations are being envisioned and where? This information will be determined and provided as the task order requirements are developed.

Provide services to space systems associated with sensors, launch, and spacecraft issues, including identifying and resolving technical issues associated with the compatibility and integration of Government sensors and spacecraft. Question - How will the spectrum certification process be accommodated (both NTIA and ITU)? The government intends to use the current approved spectrum certification processes.
6 24 C 3.4.2.4
Provide Flight and Ground Programs technical and instrument teams to serve NESDIS satellite systems. Provide technical support to the design, implementation, and evaluation of all phases of mission solutions for NESDIS satellite systems. Question - How does NESDIS intend to manage its RFIMS program? The government is currently finalizing a RFIMS
