Summary: St. Vrain South Parking Lot Paving - Addendum No. 2

This document is Addendum No. 2 to an Invitation for Bid (IFB) issued by the Colorado Parks and Wildlife (CPW), a division of the Colorado Department of Natural Resources. The addendum clarifies and revises key elements of the St. Vrain State Park South Campground Paving project (Project # C27VR1, IFB Number 2027*26). The project requires furnishing all labor, equipment, materials, and incidentals for comprehensive paving of the south parking lot and camping loop areas, with work to be completed within 60 calendar days from the Notice to Proceed. The base bid includes five primary items: mobilization, road preparation of the main drive (9,000 square yards), 7-inch asphalt paving (3,465 tons), road base for shoulders (600 tons), and pavement markings. Additionally, five optional loops are available for bidding, each requiring road preparation, 7-inch asphalt paving, and mobilization. The bid opening date is September 10, 2026, at 1:30 p.m. The addendum replaces the existing Bid Schedule and Measurement and Payment Section with revised versions and attaches Questions and Answers #2 for clarification.

Pricing will be determined by unit costs submitted by bidders for each line item, with mobilization paid in two installments (60% at first month's estimate and 40% upon final cleanup approval). This project is not subject to prevailing wage requirements but is tax-exempt; CPW will provide a tax-exempt certificate to the selected contractor for materials purchases. Bidders must certify Colorado labor compliance (80% minimum for projects exceeding $500,000) and Service-Disabled Veteran-Owned Small Business status. All addendums must be acknowledged in the bid submission. Asphalt paving payment will be based on load tickets delivered to the site, and the contractor shall submit these tickets with pay applications. The project specifications reference the Colorado Department of Transportation Most Current Standard Specifications for Roads and Bridge Construction.
