Version Mar2026 Page 3

3 Requirements/Task Descriptions The Contractor must provide installation and ancillary services as follows:

3.1 Pre-Installation Site Walk

The successful contractor must coordinate with the local site management of the WTJX Tower and FBI personnel to perform a site walk of the premises to include the tower area and communications room, verify construction drawings, and discuss any deviations and changes with FBI technicians. This site walk must be executed at least 30 days prior to the actual installation to allow time for preparation and handling of any unique requirements or changes that could emerge during this visit. This visit should be considered a separate action apart from the installation.

3.2 Building Permits

The Contractor must obtain a building permit through the controlling legal authority for the installations on the WTJX Tower and communications room. The Contractor must coordinate with the FBI for all documentation required to obtain the building permit. The Contractor must coordinate with the FBI to submit the building permit and Contractor credentials to local site management to obtain the Notice to Proceed (NTP). If required, the Contractor must register with the necessary controlling legal authorities for approvals and work permits.

3.3 Cable Entry Protection

The Contractor must provide and install cable entry boots to facilitate the installation and block off unused entry panel holes.

3.4 Janteq SuperSector Antenna Installation

The contractor must install a total of four (4) Janteq SuperSector antennas (provided as GFE by the FBI) on the tower as part of this installation (see accompanying construction drawings for detailed specifications):

• 2 SuperSectors on Leg C at 220 feet and 215 feet AGL

• The Contractor must provide and install new antenna tower mounts for the four (4)

SuperSector antennas.

Antenna drawings will be provided to the contractor by the FBI so suitable antenna mounts can be chosen. Antenna mount options and orientation will be discussed with the Contractor prior to any installation work so the FBI may provide final approvals prior to installation. Construction drawings will be provided by the FBI as part of this solicitation.

3.5 Fiber Tower Box Installation

The Contractor must install four (4) Fiber Tower Boxes total. Each Fiber Tower Box must be mounted within 10 to 15 feet of a SuperSector antenna. The Contractor is responsible for providing mounting hardware for the Fiber Tower Box. The Contractor must install the FBI-provided fiber cables to the internal patch panel using Contractor-provided gland feed-throughs. Drawings for the Fiber Tower Box will be provided to the Contractor by the FBI as part of the Construction Drawings.

The Contractor must work with FBI Field Technicians to clean or replace the fiber cables as necessary after the FBI runs calibration tests post-install.

3.6 Fiber Cable Installation

The Contractor must install four (4) 12-core fiber cables (½ inch diameter each) from the inside of the equipment room to the Fiber Tower Box using new or existing entry boots, cable hangers, and

Version Mar2026 Page 4 conduit. The Contractor must supply any new cable hangers, cable hanging accessories, and conduit if required. The fiber cable will be provided by the FBI in four separate spools.

3.7 Fiber Cable Testing

FBI Field Technicians will use an optical time-domain reflectometer (OTDR) or Optical Power Meter with Optical Light Source to determine if there are any problems with the fiber strands. The Contractor must assist in any inspection, cleaning, or moving of fiber cables in the mounted Fiber Tower Box.

3.8 LMR 400 Coaxial Cable for SuperSector Antennas

The Contractor must install four (4) LMR 400 coaxial cables from the inside of the equipment room, with proper grounding and lightning arrestors, to the SuperSector antennas (1 per SuperSector antenna), using either existing or contractor-provided entry boots, cable hangers, and conduit. The Contractor must terminate the SuperSector end of the LMR 400 cables with provided DIN connectors, and the equipment room end of the LMR 400 cables with N-Type connectors. The LMR 400 cables will be provided by the FBI in four (4) separate spools.

3.9 Cambium PTP-820 Dish Installations

The contractor must install one (1) six-foot Cambium dish and two (2) PTP-820 Outdoor Units (ODUs) (provided by the government as GFE).

• One (1) six-foot Cambium dish assembly must be installed on leg C at 180-feet AGL.

Technical Factor: Each Offeror will be graded either:

“Technically Acceptable:” The Offeror demonstrates they can deliver each of the required products and services identified in this SOW, including each of the special terms and conditions provided.

Version Mar2026 Page 10

“Technically Unacceptable:” The Offeror failed to demonstrate that they can deliver each of the required products and services enumerated in this SOW, including each of the special terms and conditions provided.

Price Factor (Lowest Price):

The Contractor’s proposed pricing will be evaluated for completeness and reasonableness.

Prices that are determined to be unreasonable or inconsistent with prevailing commercial practices may be grounds for negotiation or rejection.

Completeness: Completeness will be assessed by verifying that all required items, services, labor, materials, and associated costs necessary to meet the contract requirements are included in the quote.

Any omission of required cost elements may render the proposal incomplete and unacceptable.
