About this file
This is a Sources Sought Synopsis for a follow-on IDIQ contract for Secondary Power Systems (SPS) and Small Gas Turbine Engines (GTE) Component Improvement Program (CIP). The government seeks engineering services for a comprehensive program focused on enhancing safety, reliability, and maintainability of SPS and GTE systems essential to military aircraft operations, particularly the F-16 Falcon and KC-135 systems. The work encompasses specific components including Jet Fuel Starters, Fuel Control systems, Accessory Drive Gearboxes, and Auxiliary Power Units, with associated NSNs provided.
The opportunity falls under NAICS code 541330 with a $47.0M size standard and is being evaluated for small business set-aside potential, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small businesses. Interested contractors must have access to Pratt & Whitney (CAGE: 52661) OEM data or establish partnerships for such access. The scope includes sustainment efforts, technical data, engineering analysis, design activities, prototyping, hardware testing, and system improvements. Responses should be directed to Angelina Kellett (Contracting Officer) or Michelle Manuel (Contract Specialist) at Hill AFB, Utah, and must address nine specific information requirements including past performance, business size status, and OEM partnerships.

REQUIREMENT TITLE: Follow on IDIQ for Secondary Power Systems (SPS) and Small Gas Turbine Engines (GTE) Component Improvement Program (CIP)
NSN(s):
Solicitation Number: TBD
Notice Type: Sources Sought Synopsis
1. NOTICE:
1.1 This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.
1.2 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) is 541330, which has a corresponding Size standard of $47.0M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran- Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
1.3 Interested parties are required to have access to necessary data, or partnerships with respective Original Equipment Manufacturers (OEMs), Pratt & Whitney, for access to data.
2. PROGRAM DETAILS:
2.1 The Government is preparing to issue an engineering services contract for Secondary Power
Systems and Auxiliary Power Units. The Component Improvement Program (CIP) is a comprehensive engineering initiative focused on enhancing the safety, reliability, and maintainability of Secondary Power Systems (SPS) and small Gas Turbine Engines (GTE), which are essential to the operation of military aircraft. The Government is seeking to do an indefinite delivery indefinite quantity (IDIQ) contract to meet the needs of the CIP program.
Ultimately, CIP is critical to maintaining the operational readiness of the Air Force’s SPS and GTE systems. It will include the primary weapon systems in the following table.
PW Weapon Systems
Sub-System Part Number NSN
F-16 Falcon Jet Fuel Starter 160001-1100A 4550164
2835-01-308-3769 2835-01-689-2101
Fuel Control 5901030C 160034-400 2910-01-135-5681
Accessory Drive Gearbox 5004451H (A/B) 5007076B (C/B)
2835-01-235-5249 2835-01-208-0169

2835-01-607-1588 2835-01-685-5852
2.2 The existing SPS are proprietary to Pratt & Whitney. They have many different requirements based upon the associated weapon system. There is a certain amount of proprietary data involved with mating parts that may have to be obtained by the contractor depending upon the support required. The work required for this contract should be by a qualified source which has experience in manufacturing, testing, and design of secondary power systems and auxiliary power units. The design of this hardware is very complex and the highest engineering standards will be sought. Further details of the performance requirements will be addressed in a Statement of Objectives.
2.3 The program task orders would encompass a broad range of services, including continued sustainment efforts, technical data, engineering analysis, design activities, prototyping, hardware testing, and the development and implementation of system improvements.
Specifically, CIP targets critical components such as Auxiliary Power Units (APUs), Jet Fuel Starters (JFS), accessory drive gearboxes, Aircraft Mounted Accessory Drive (AMAD) gearboxes, and Power Take-Off (PTO) shafts. These systems are crucial for aircraft power generation, both for starting engines and for ongoing power needs during flight. The program is managed by the government, with contractors providing expert operational, technical, and engineering support to accomplish approved tasks aimed at system enhancement. The primary goal is to improve the overall safety and maintainability of SPS and GTE systems.
To achieve this, contractors are tasked with researching, designing, and developing fixes for identified service-revealed deficiencies (SRDs)—a process triggered by operational failures.
These deficiencies often require quick turnarounds due to their high priority, as they may impact mission success. Access to OEM data and original design specifications is required for successful solution and implementation.
