All technical narrative quotes shall be subject to evaluation by the Selective Service System technical evaluation team. The Government reserves the right to award without discussions based upon the initial evaluation of narrative quotes. The narrative quote will be evaluated strictly in accordance with its written content. Again, narrative quotes which merely restate the requirement or state that the requirement will be met, without providing supporting rationale (a narrative on the system and approach), are not sufficient. Vendors who fail to meet the minimum requirements of the solicitation will be determined ineligible for award. There will also be a demo invitation provided by the Government to qualified vendors who submit their narrative quotes to showcase their business and technical approach to the Government.

The Past Performance evaluation will assess the vendor’s likelihood of success in fulfilling the requirements as indicated by the vendor’s record of past performance.

The Government will conduct a performance assessment based on the quality, relevancy and how recent the vendor’s past performance was as these factors relate to the probability of successful accomplishment of the required effort. The Government also may consider any additional past performance information that is reasonably available. Vendors are reminded that while the Government may elect to consider data obtained from other sources, the burden of providing thorough and complete performance information rests with the vendor. The Government will review aspects of price, schedule, and performance. Areas to be evaluated may include but are not limited to quality of product or service, timeliness of performance or adherence to delivery schedules, controlling project prices, and/or effectiveness in program management. In the case of a vendor http://www.cpars.gov/%3B without a record of relevant past performance or for whom information on past performance is not available, that vendor shall not be evaluated favorably or unfavorably on Past Performance (i.e., a neutral rating will be assigned).
Selective Service reserves the right to accept or reject any or all quotes at its sole discretion.
Acceptance, rejection, or award can occur without discussion based solely on the initial quotes.
Therefore, initial quotes and terms should be complete, clear, and accurate.

Section 1 Purpose
The Selective Service System (SSS) mission is to register men and maintain a system that, when authorized by the President and Congress, rapidly provides personnel in a fair and equitable manner while managing an alternative service program for conscientious objectors. The agency registers approximately 2 million men annually. The SSS has approximately 120 full-time employees to support its National Headquarters, three regional headquarters, and our Data Management Center. The agency also has up to 56 state directors, and part-time employees representing the 50 states, Guam, the Northern Mariana Islands, Puerto Rico, the U.S. Virgin Islands, the District of Columbia, and New York City. A complete list of locations can be found at https://www.sss.gov/about/agency-structure/. The SSS is seeking to procure a cloud-based phone system with Interactive Voice Response (IVR) capabilities. The SSS requires this modern cloud technology to meet Federal security and privacy protection requirements. The enterprise phone system will support SSS operational activities across multiple geographic locations (SEE SECTION 2.4 BELOW).
