About this file
This document is a Sources Sought Synopsis for the BRU-57 Smart Bomb Rack. The government is conducting market research to identify potential sources with the expertise, capabilities, and manufacturing experience to produce the BRU-57 system for the F-16 aircraft. The government owns limited data for the BRU-57 and will likely require significant reverse engineering or development by the vendor, as the original technical data package is incomplete. Key details include:
The BRU-57 is comprised of two BRU-46 bomb release racks, a strongback assembly, seven Electronic Component Assemblies (ECA), and associated wiring. It attaches to the F-16 fighter aircraft's weapons pylon to allow carriage of two smart weapons instead of one. The government is seeking domestic and foreign-owned companies, including small businesses, to provide a capability statement by July 17, 2024. Responders must address their approach to reverse engineering the electronics and software, provide pricing and delivery estimates, and describe their quality assurance processes, facilities, and experience with MIL-STD-1760 and UAI systems. The government will not reimburse any expenses associated with responding to this market research.

BRU-57 Smart Bomb Rack
CAUTION:
This market survey/sources sought is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the BRU-57 Smart Bomb Rack on F-16 aircraft. The level of security is controlled unclassified information (CUI). Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
INSTRUCTIONS:
1. Below is a document containing a description of the BRU-57 requirement and a Contractor Capability Survey, which allows you to provide your company’s capability?
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
3. Please use this document to answer your questions. This document is posted in Microsoft Word. The word version is for you to type directly onto the document.
4. Both large and small businesses are encouraged to participate in this Market Research.
Joint ventures or teaming arrangements are encouraged.

REQUIREMENTS DESCRIPTION
BRU-57 Smart Bomb Rack
PURPOSE
We are conducting market research to identify potential sources that possess the expertise, capabilities, and manufacturing experience to produce BRU-57 smart bomb racks. This system is not a commercial item. The Government owns limited data for BRU-57. The Government does not possess some of the Technical Data Package (TDP). If this missing TDP cannot be obtained from the Original Equipment Manufacturer (OEM), L3Harris and Cage Code 82340, then it will be necessary to re-engineer portions of the electronics and possibly rewrite software/firmware code. Furthermore, any re-engineering will likely need to be qualified to the BRU-57 System Specifications, and pass environmental testing, integration, and flight testing.
The Government believes a significant amount of reverse engineering or development on the part of the vendor will be required.
BACKGROUND
A requirement exists to support F-16 aircraft production with BRU-57 Bomb Racks. The purpose of this effort is to procure BRU-57 Bomb Racks. The following significant NSNs are included with the BRU-57 system:
1095-01-483-3827 1095-01-523-3337 5998-01-522-3874 5998-01-522-7603 6130-01-523-3338 1095-01-523-5767 1095-01-523-5773 6130-01-523-3339
DESCRIPTION
Noun:
BRU-57/A
Micro-Control Assembly Power Relay Assembly Digital Interface Assembly Power Supply Assembly High Band Width Bus Buffer Assembly 28V Power Supply
The BRU-57 is comprised of two BRU-46 bomb release racks, a strong back assembly, seven Electronic Component Assemblies (ECA) and the associated wiring. It attaches to the F-16 fighter aircraft’s weapons pylon to allow carriage of two smart weapons instead of one. An F-16 can carry two BRU-57s, one on pylon station 3 and another on station 7. This increases the F-16 capacity for smart weapons from two to four. It receives power and data from the F-16 cockpit.
The power and signals are addressed by the ECA’s to independently control and program the appropriate weapon. The BRU-57 can communicate with F-16s in the legacy MIL-STD-1760 or Universal Armament Interface (UAI) interface. The BRU-57 carries a number of smart weapons used by the USAF and some FMS customers.
Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the OEM material or parts.
Contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

Part II. Capability Survey Questions
General Capability Questions:
1. Do you own data, SBIR or Proprietary Data for this requirement and can documentation of ownership be provided? If the Data Rights are SBIR rights, when was the initial SBIR contract awarded? Do SBIR rights apply to this requirement?
2. Describe your company's past experience with previous bomb rack production efforts or efforts similar in complexity that you feel is pertinent to this requirement. This would include any reverse engineering efforts, which would be pertinent to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact such as the Contracting Officer or Program Manager.
3. The government has an incomplete data package and cannot provide existing drawings due to original manufacturer holding SBIR rights. It is highly likely some of the electronics and software would have to be reverse engineered. What would be your approach to doing this re-development? What could the Government provide that would make it possible for you to produce this item?
4. If you have not built this or a similar bomb rack before, you will be required to take an incomplete TDP and reverse engineer some of the system specification requirements. There would be two phases. First, you will have to qualify a design. If the Government determines it is successful, you would then be permitted to produce production units. A key component that will require reverse engineering will be the electronics and software code. Describe your plan to reverse engineer, develop specifications, drawings, test requirements, and other missing documentation needed to safely produce BRU-57 bomb racks. Estimate the timeframe for your development and test program. Estimate a timeframe to successfully pass First Article Acceptance Test (FAAT). Estimate the monthly production capacity for bomb racks. Estimate prices for the FAAT, estimated price to update the data package, and the estimated price for the production units. In addition to explaining your plan, please fill-in the estimated pricing, delivery and production information in the below table:
