About this file
This document is a PowerPoint presentation for a Bidders Conference hosted by the Massachusetts Department of Developmental Services (DDS) for their Support Services Qualification (SSQUAL-23) Request for Response (RFR). The RFR is seeking to create a qualifying list of providers for an array of discrete support services intended to provide assistance, skill development, and support in various life areas to DDS eligible individuals. The RFR covers services such as Adult Companion, Behavioral Supports and Consultation, Family Navigation, Individualized Home Supports, Peer Supports, and Respite Services for both adults and children. The presentation provides an overview of the services being bid, minimum staffing requirements, service descriptions, proposal submission details, scoring/evaluation process, and timelines. Proposals for a July 1 start date must be submitted to COMMBUYS by April 11, 2022, and the RFR will have a rolling enrollment after that with quarterly evaluations. Once qualified, providers do not need to resubmit responses to Part I questions. The services are reimbursed according to regulated rates outlined in 101 CMR 414.00, 420.00, and 423.00, and the DDS is aiming to promote person-centered planning, positive behavioral supports, supportive technology, and Home and Community-Based Waiver Program services.
