About this file
This is a Notice of Proposed Sole Source Purchase filed by the University of Southern Mississippi (USM) for the procurement of an Ambient Hydrogen Auxiliary Dispenser (H35 Dispenser). USM seeks to purchase the H35 Dispenser as an optional upgrade to the SimpleFuel Fueling Appliance to enable increased refueling capacity for vehicles and equipment at lower refueling pressure of 350 barg. The procurement is identified as RFx 3150006984 and SSP 27_009. USM contends that the pdc Machines H35 Dispenser is the sole source product meeting agency requirements due to its unique compatibility and integration with the SimpleFuel Fueling Appliance. The objection period for this proposed sole source purchase closes on September 2, 2026, at 8:00 a.m. Central Time, with advertisements scheduled for publication on August 19 and August 26, 2026. Interested parties objecting to the sole source designation must submit written notice with detailed explanations and supporting documentation to Jacob Cochran, Director of Procurement & Contracts, at Jacob.Cochran@usm.edu.
The capital expenditure for the H35 Dispenser is estimated at approximately $300,000 or more. USM justifies this expense by noting that the hydrogen dispensing unit operates at approximately 5,000 psi and must comply with stringent engineering, safety, and regulatory standards including SAE J2601 and ISO 19880-1. The unit requires comprehensive third-party type approval, material traceability documentation, and hydraulic proof testing. All wetted components must be compatible with high-pressure hydrogen service and qualified to address hydrogen embrittlement, sustained load cracking, and permeation risks through specialized alloys and elastomers. USM determined that no other dispensers are compatible with pdc Machines' SimpleFuel Fueling Appliance. If USM's sole source justification is upheld following review of any objections, the matter will be appealed to the Public Procurement Review Board, upon which USM will bear the burden of proof that only one source exists for the required commodity.

Notice of Proposed Sole Source Purchase
SSP 27_009
The University of Southern Mississippi anticipates purchasing the item(s) listed below as a sole source purchase. Anyone objecting to this purchase shall follow the procedures outlined below.
1. Description of the commodity that USM is seeking to procure:
Ambient Hydrogen Auxiliary Dispenser (H35 Dispenser).
2. Explanation of why the commodity is the only one that meets the needs of the agency:
The Ambient H35 Dispenser is an optional upgrade to the SimpleFuel® Fueling Appliance and will allow USM and MPI to refuel an increased number of vehicles and equipment due to the lower refueling pressure of 350 barg.
3. Explanation of why the source is the only source is the only person or entity that can provide the required commodity:
The H35 Dispenser from pdc Machines is the only auxiliary 350 barg-dispenser that is compatible with the SimpleFuel® Fueling Appliance. The H35 Dispenser is designed to be integrated with the SimpleFuel® Appliance itself, which powers and controls both the
H70- and H35- Dispensers.
4. Explanation of why the amount to be expended for the commodity is reasonable:
The capital expense for the hydrogen dispensing unit rated to 350 barg (H35 Dispenser) adhere to the strict engineering, safety, and regulatory obligations mandated for high-pressure hydrogen service. Operating at approximately 5,000 psi, the unit must be designed and fabricated in accordance with internationally recognized standards including SAE
J2601 and ISO 19880-1, requiring comprehensive third-party type approval, material traceability documentation, and hydraulic proof testing at pressures significantly in excess of the maximum allowable working pressure. All wetted components must demonstrate full compatibility with high-pressure hydrogen service, addressing the well-documented risks of hydrogen embrittlement, sustained load cracking, and permeation, necessitating the selection and qualification of specialist alloys and elastomers across the entire pressure boundary. Accordingly, the +$300,000 unit cost reflects the true and necessary expenditure required to deploy hydrogen dispensing infrastructure that meets the highest standards of technical integrity and personnel safety.
5. Efforts that the agency went through to obtain the best possible price for the commodity:
No other dispensers are compatible with pdc Machines’ SimpleFuel® Fueling Appliance.
