About this file
This document is a Notice of Proposed Sole Source Purchase from the University of Southern Mississippi (USM) for an upgrade to an existing isokinetic testing device. USM is seeking to purchase upgrades to software and hardware for their current equipment in order to extend its usable lifespan and enhance its capabilities. The upgrades are only available from the original manufacturer as they are designed to be compatible with USM's existing device. USM states that purchasing new equipment would be triple the cost of the upgrades. The notice outlines the procedure for any person or entity to submit a written objection to the sole source procurement by October 17, 2024, explaining why the commodity is not a sole source and can be provided by another supplier. If USM determines the commodity can be competitively procured, they will withdraw the sole source request and rebid the procurement. If USM maintains the sole source determination, they will appeal to the Public Procurement Review Board.
The quoted price for the upgrades is stated to be at market value and necessary to extend the usable life of USM's existing equipment. USM negotiated with the provider to secure the lowest possible quote. No other details on pricing, funding sources, or set-asides are provided.
