About this file

This document is a Notice of Proposed Sole Source Purchase from the University of Southern Mississippi (USM) regarding the upgrade of an existing isokinetic testing device. USM is seeking to purchase these upgrades to extend the usable lifespan of their current equipment and enhance their testing capabilities in alignment with a newly secured grant with the U.S. Army. The upgrades are only manufactured by the provider and are designed to attach and support USM's existing unit. USM has negotiated with the provider to secure the lowest quote possible, which is stated to be reasonable and necessary to extend the end-use life of the existing equipment.

Any person or entity that objects to this sole source procurement must submit a written notice containing a detailed explanation of why the commodity is not a sole source and can be provided by another source. USM will review the submitted notice and documents, and if it determines the commodity can be provided by another source, it will withdraw the sole source request and submit the procurement to a competitive bid process. If USM determines there is only one source, it will appeal to the Public Procurement Review Board.
