About this file

This document is a business justification and sole source justification for the procurement of Hefring Ocean Scout Batteries by the School of Ocean Science & Engineering at the University of Southern Mississippi (USM). The Ocean Observing research group at USM has been funded by the U.S. Department of Commerce NOAA and Texas A&M to participate in the Integrated Ocean Observing System (IOOS) research, which supports hurricane modeling and forecasting. USM recently took delivery of an Oceanscout seaglider and requires 4 additional battery sets at a cost of $4,000 per set to complete a 5-month research mission under the grant project.

The document justifies the sole source procurement of the Hefring Ocean Scout Batteries, as USM already owns the Oceanscout seaglider and requires these specific batteries to continue the research mission. The total cost for the 4 battery sets is $16,000, which includes the cost savings of purchasing them in a single lot versus separate orders. The funding for this procurement will come from the existing research grant provided by the U.S. Department of Commerce NOAA and Texas A&M.

Business Justification / Sole Source Justification for Hefring Ocean Scout Battery

The Ocean Observing research group in the School of Ocean Science & Engineering at USM has been funded by the U.S. Department of Commerce NOAA and Texas A&M to participate in the Integrated Ocean Observing System research. IOOS is worldwide and USM is one research partners in the Gulf of Mexico region. This particular project is supporting the enhancement of hurricane modeling and forecasting abilities.

USM took delivery of the Oceanscout seaglider April 1, 2024. It has been determined after our initial research mission that 4 more sets of batteries will be required to complete the 5-month mission that we have proposed for the research grant project. The individual set costs $4,000 but due to the cost of shipping and the savings of time with purchasing/shipping/receiving we would like to purchase all four in one lot.
