STATEMENT OF WORK

1. PROJECT TITLE: Building 374 Roof Replacement

2. PROJECT LOCATION: Foreign Disease-Weed Science Research Unit 1301 Ditto Avenue Fort Detrick, Md 21702

3. INTRODUCTION

The USDA, Agricultural Research Service, Foreign Disease-Weed Science Research Unit has two distinct missions united by a common relationship to plant pathology and the unit’s unique Biosafety Level 3 (BSL-3) plant pathogen containment laboratory and greenhouse facilities.

The mission of the foreign disease program is to develop techniques for the rapid detection and identification of new and emerging crop pathogens, and to provide fundamental information on the biology and epidemiology of emerging pathogens for risk assessment and disease management strategies including the development of resistant plants.

The mission of the weed biological control program is to collect foreign pathogens overseas from weeds in their native habitat, and to evaluate, characterize and release the pathogens in the U.S. for biological control of introduced weeds, leading to improved, sustainable weed control practices in agricultural systems with reduced dependence on chemical herbicides.

4. BACKGROUND

Building 374, the Plant Pathogen Containment Headhouse/Greenhouse at Fort Detrick, Maryland, is a BSL-3 high containment facility with change-in/change-out protocols. The building consists of laboratory and office space areas. Scientists study high impact domestic and foreign pathogens in the laboratories of Building 374. The building was originally constructed in the mid-1950s and it was last renovated in 2015. The roof is estimated to have been replaced in 1995. During the 2015 renovation, only areas around roof penetrations and flashing were replaced.

The building roof is past its statistical useful life and shows visible signs of wear. A roof inspection conducted in October 2020 (refer to Attachment 1 Roof Inspection Report) rated the roof condition poor and recommends replacing the roof within the next 2 years.

5. PROJECT SUMMARY

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Foreign Disease-Weed Science Research Unit intends to replace the roof of its Building 374 located at Fort Detrick, Maryland. The project consists of removing the existing asphalt shingles roof system to the deck and installing approved roofing system as specified.

Building 374 is registered as a BSL-3 facility. Almost all the project work is conducted outside the building containment area. Any repair work within the building containment areas requires special decontamination measures and stringent hygiene regiment requirements. The research activities carried out in this building cannot be disrupted during the roof replacement activities.

6. TECHNICAL REQUIREMENTS

The Contractor shall provide all labor, insurance, permits, tools, material, equipment, and travel to complete the roof replacement. The Contractor shall complete all tasks by properly trained and licensed personnel or sub-contractors in accordance with the terms, conditions, and specifications contained in this document.

Below is a list of recommend activities to replace the roof system:

Bid Base:

1. The contractor shall remove approximately 8,568 square feet (sf) of asphalt shingle roof system to the deck and replace with specified roof system.

2. Replace and upgrade gutters and down spouts to maintain proper drainage.

3. Remove all rooftop sealant and reapply in kind.

4. Replace all exterior soffits and fascia with new commercial grade material.

Option 1 - price separately:

5. Inspect wood decking and repair/replace 430 SF (approx. 5% of the roof).

Option 2 - price separately:

6. Repair or replace exterior wood trims (96 LF)

During the repair work, the contractor shall arrange temporary measures to maintain security of the building and protect the building from any leakage, rain, dust and other external elements by proper planning the work or other methods approved by location management. The building will be operational during the repair works. The repair work shall not disrupt the ongoing research in the building.

A third-party quality assurance (QA) contractor may be hired by the Government to provide QA services for this project. Construction contractor shall coordinate planning and execution of major project activities with the QA contractor and provide them advance notice to review work and/or visit the site.

The Contractor shall keep the work premises clean, free of accumulations of waste and rubbish, as well as construction material, to the extent possible and practical, during the period of performance and at the time of final inspection and acceptance. All activities, including access to the site, must be closely coordinated with the location management in advance.

Since repair and warranty work may involve interior repairs from within the containment area, the contractor will need to develop and submit for government approval a Biosafety Plan, using Biosafety Plan Template (Attachment 4), in accordance with the Select Agents and Toxins Biosafety/Biocontainment Plan Guide (Attachment 5). The Contractor shall handle all the work that falls within the BSL-3 containment area in accordance with the requirements set forth in the approved Biosafety Plan and project specification (Attachments 1 through 3).

1. SITE SPECIFIC MEASURES

Building 374 is a BSL-3 high containment facility. BSL‐3 space must have sealed interior finishes and sealable doors to contain gaseous biological decontamination. Any duct penetrations, electrical conduits, utility access and other passages through the roof must be sealed to assure isolation of the space environment. Any joints and seams that are created in the interior of the building as a result of the roof work must be sealed immediately and reported to the location management and COR.

Since the building is located within a military complex, the contractor is required to plan and implement specific measures. For example, the contractor shall register all project staff and vehicles with the location security and use identification cards at all times when present at the project site. The contractor shall coordinate additional required measures with the location management.

2. PROJECT SCHEDULE

The period of performance shall be twelve (12) weeks after receiving the Notice to Proceed (NTP) from the Contracting Officer.

The Contractor shall provide a project schedule within seven (7) calendar days after the date of receipt of award towards ensuring work is successfully completed within the period of performance. At minimum, the schedule shall include project milestones, for each task, to include, but not be limited to:

3. SUBMITTALS

Provide submittals to the Government well in advance of utilizing the material on the project to give enough time for review and approval. Do not purchase any material without Government approval of the submittal. Distribute product submittals to CO, COR and Location Monitor (LM) in pdf format via email.

Comments and approval of the submittals by the Government shall not be construed as releasing the Contractor from compliance with the specified requirements herein or any applicable Codes.

4. SITE VISIT

A site visit is highly recommended for potential bidders but not mandatory.

5. WARRANTY

All work shall be guaranteed for workmanship and material failures for a period of one (1) year from the date of final acceptance of the work. The contractor shall submit all product warranty documents to the COR.
