INTRODUCTION
The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is seeking potential sources with the ability to provide Instructional System Design (ISD) support for the development of aviation analysis and evaluation products to support the United States Navy (USN) and United States Marine Corps (USMC). The ISD support required primarily relates to two functional areas (1) training analyses, to include conduct of various Front-End Analyses (FEAs) and delivery of associated reports and (2) Training System Evaluations to include review of curriculum materials and training devices.
This announcement is to determine the availability and technical capability of small businesses to provide the required products and/or services.
If you are an 8(a) small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2019-O0003 is now in effect which adds the definition of “Similarly Situated Entity” and changes the 50% calculation for compliance with the clause. Small business primes may now count “first tier subcontracted” work performed by similarly situated entities as if it were performed by the prime itself. Please read the full text of the clause deviation (52.219-14 Class Deviation 2019-O0003 dated 12/3/18 at https://www.acquisition.gov/browse/index/far).
It is anticipated that a Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract will be awarded, consisting of a (5) five year ordering period. The anticipated Request for Proposal (RFP) release is the second quarter of Fiscal Year 2023. Start of contractor performance is anticipated to be August 2023.
ELIGIBILITY
The applicable North American Industry Classification System (NAICS) Code of 541330; which carries a $41.5M small business size standard and the applicable PSC code is R425.
PROGRAM BACKGROUND
This is a follow-on requirement that is currently satisfied under Blanket Purchase Agreement (BPA), 47QFSA21A0001, which was competitively awarded as a Service Disabled Veteran Owned Small Business set-aside to Technical Systems Integration, Inc. The effort was awarded and administered through the General Services Administration (GSA) Federal Acquisition Services and is a FFP BPA with a maximum period of performance of (3) three years for analysis and evaluation services.
The BPA effort encompassed three primary functional areas in support of USN or USMC aviation platforms: 1) Front-End Analyses, 2) Training Systems Requirement Analyses, and 3) Training System Evaluations.
SOURCES SOUGHT REQUIREMENTS
Functional Area #1: Training Analysis This includes the processes and sub-processes associated with conduct of FEAs. An FEA evaluates a new or modified tactical or non-tactical equipment, system, or subsystem to determine the manpower, knowledge, skills, and abilities required to safely operate and maintain these systems or equipment. FEAs ultimately identify the training requirements to support job performance.
Typical analyses/products include, but not limited to: Job Duty Task Analysis, Cognitive Analysis, Root Cause Analysis, Needs Analysis, Gap Analysis, Analysis of Alternatives, Training Situation Analysis, Learning Analysis, Media Analysis, Training System Functional Analysis, Training System Requirements Analysis, Training Situation Document, Instructional Performance Requirements Document, Instructional Media Requirements Document, Military Characteristics Document, Training Device Fidelity Reports, and Cost Benefit Reports.
Functional Area #2: Training System Evaluation Training System Evaluation encompasses evaluation of two primary categories: curriculum and training device.
For curriculum evaluation, the Contractor shall document course deficiencies due to triggering events, such as course pilot, major technical publication changes, or engineering change proposals. Additionally as part of curriculum evaluation, the Contractor shall conduct training evaluations to determine the return on training investment.
For training device evaluation, the Contractor shall examine simulator capability elements and assess the system’s ability to engender authentic trainee task performance. The primary purpose is to evaluate the capability of each training device to effectively support training (i.e., meet Learning Objectives) and/or qualification of specific tasks and their associated Training & Readiness (T&R) codes as described in each platform’s specific T&R manual. Evaluation also serves to identify specific shortfalls in various device attributes (e.g., visual cues, haptic cues, auditory cues) by task for the purpose of recommending upgrades to enhance each device’s training performance and return on training investment.
