9 Sep 2022 Aviation Training Analysis & Evaluation (ATEAP) Sources Sought Notice (SSN) Q&A
Question 1: Are you able to tell me if the intent is to re-issue this effort on the GSA schedule?
No, the intent is not to re-issue this effort on the GSA schedules.
Question 2: What are the fundamental differences between the Aviation Training Analysis & Courseware Development (ATACD) contract and this Aviation Training and Evaluation Products (ATEAP)?
The primary scope of the ATACD contract relates to courseware development. The ATACD contract does allow for Front End Analysis (FEA), however, the scope of the FEAs on ATACD are primarily in relation to courseware efforts or identifying training requirements in support of curriculum development. Analysis products will be limited to Training Situation Documents (TSDs), Instructional Performance Requirements Documents (IPRDs), and Instructional Media Requirements Documents (IMRDs).
ATEAP will be primarily focused on training analyses that include/result in an engineering solution. For instance, the analyses focus on identifying the training requirements for a new trainer and then identifying the functional requirements that must be present in the trainer to present an authentic learning environment. This contract allows for a wide array of products to include: TSDs, IPRDs, IMRDs, Military Characteristic Documents (MCDs), Similar System Analysis Reports, Training Device Decision Coordinating Papers (TDDCPs), Training System Requirements Documents, Training System Functional Descriptions (TSFD), Cost and Trade-off Analysis Reports, and Manpower Study Reports. Each individual task order will have varying requirements that are tailored to meet the unique requirement (i.e., technical CDRLs will be tailored at the task order level). Additionally ATEAP includes scope for evaluation work related to either evaluating the effectiveness of existing curriculum or evaluating the effectiveness of a trainer’s ability to train specific learning objectives. Evaluation products can include Training Effectiveness Evaluation Reports, System Team Assessment of Readiness and Training (START) Reports, Training System Evaluation Reports, and Course Redline Reports.
