This is NOT a solicitation for quotations or proposals. This is a Sources Sought Notice only.
Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) is conducting market research in accordance with Federal Acquisition Regulations (FAR) Part 10 to determine if firms are available to meet the Government’s need for a Base Operating Services Contract (BOSC) for work performed at Naval Air Station Fallon (NASF), Nevada.

Work Requirements:
The Offeror shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, operators and other items necessary to provide the services outlined below for various facilities services at NASF, Nevada. This procurement will be a BOSC that will include a combination of recurring and non-recurring work.
Services to be performed under the resulting contract may include the following facilities support services:
1) Annex 0100000 General Information
2) Annex 0200000 Management and Administration
3) Annex 0501040 Ground Electronics Ground Electronics requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, material, and equipment required to assist the Ground Electronics Maintenance Officer (GEMO) in the management of Naval Air Station Fallon’s (NASF) ground electronics program, maintain an Air Traffic Control (ATC) facility electronics manual, and perform ground electronics maintenance and services in support of Naval Air Station Fallon (NASF), the Fallon Range Training Complex (FRTC), and all associated special areas, tenant and remote sites, as designated within the NAS Fallon Area of Responsibility
(AOR).
4) Annex 0501050 Airfield Facilities Airfield Facilities requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, material, and equipment required to perform airfield facilities maintenance and services in support of airfield facilities at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
The intent of Annex 0501050 Airfield Facilities is to specify the requirements to perform airfield operations. Included are services such as airfield operations (Transient -line services), aviation safety programs, and equipment maintenance. The following services are not included in this Template:
• Repair and sustainment of airfield lighting systems is included in the Annex 1502000 Facility Investment.
• Airfield sweeping is included in the Annex 1503060 Pavement Clearance.
• Grounds Maintenance for Bird/Animal Aircraft Strike Hazard (BASH) requirements is included in the Annex 1503050 Grounds Maintenance and Landscaping.
5) Annex 0501070 Passenger Terminal and Cargo Handling Passenger Terminal and Cargo Handling requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, material, and equipment required to perform passenger terminal Transportation Security Administration (TSA) requirements, and cargo handling maintenance and services at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
The intent of Annex 0501070 Passenger Terminal and Cargo Handling is to specify the requirements for passenger counter services, aircraft arrivals and departures, cargo loading and unloading, and baggage handling. The following services are not included in this Template:
• Servicing of aircraft is included within Annex 0501050, Airfield Facilities
• Maintenance of Ground Support Equipment is included within Annex 0501050 Airfield
Facilities
• Maintenance and repair of shuttle vehicles is included within Annex 1700000, Base
Support Vehicles and Equipment.
6) Annex 0501080 - Aviation Ground Support Equipment Aviation Ground Support Equipment requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, material, and equipment required to perform aviation ground support equipment services at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
7) Annex 1402000 - Unaccompanied Housing Unaccompanied Housing requirements within this sub-annex primarily consist of providing property management, billeting, resident services, and maintenance for Unaccompanied Housing (UH) services located at NASF, and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
The Unaccompanied Housing (permanent party barracks for single sailors) template includes services such as billeting and common operations, storage management, furnishings, appliances and equipment management, and change of occupancy services.
8) Annex 1501000 – Facility Management Facility Management requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, material, and equipment required to perform facility management and services in support of facility management and services at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon
AOR.
9) Annex 1502000 – Facility Investment Facility Investment requirements within this sub-annex primarily consist of infrastructure sustainment and minimal restoration and modernization work required to perform facility investment services in support of facilities investments at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
Sustainment is the maintenance and repair necessary to keep an inventory of facilities and other assets in good working order. Restoration and modernization normally consists of major rehabilitation and capital improvements that is accomplished through other Navy programs.
Some major repair, minor construction and stand-alone demolition may be accomplished as part of Facility Investment.
Services in this sub-annex include, but are not limited to the maintenance, repair, alteration, demolition and minor construction of the following:

Facility Investment (FI) includes maintenance of all portable and auxiliary generators serving individual facilities. Stand-by electrical power generators located within the electrical power generation plant or which serve more than one facility are covered under 1602000 Electrical.
Service orders from the Utilities Annexes (1602000, 1603000, 1604000 and 1606000) will be covered under Annex1502000, Facility Investment.
10) Annex 1503010 – Custodial Custodial requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, materials and equipment required to perform custodial services that ensure the cleanliness of working environments for NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
Service include, but may not be limited to:
• Space Cleaning – Emptying Waste/Recycling Containers, Low/High Area Cleaning, Lunch/Breakroom Cleaning, Interior/Exterior Window Cleaning, Blinds Cleaning, Entrance Cleaning, Interior Glass Cleaning, Drinking Fountains Cleaning
• Floor Care – Sweeping and Dust Mopping, Vacuuming Carpets and Rugs, Cleaning Walk-off Mats, Spray Cleaning and Buffing, Damp Mopping, Stripping/Coating/Buffing, Deep Rug and Carpet Cleaning.
• Restroom Services – Restroom Cleaning and Restroom Supplies.
• Group Shower/Locker Room Cleaning
• Debris Removal
• Custodial Service Orders
11) Annex 1503020 – Pest Control Pest Control requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, materials and equipment required to perform pest control services at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
The Government’s integrated pest management (IPM) program is intended to emphasize surveys, establish control thresholds, and maintain documentation to track the effectiveness and safety of control efforts. IPM may include techniques such as education, habitat modification, biological control, genetic control, cultural control, mechanical control, physical control, regulatory control, and where necessary, the judicious use of least-hazardous pesticides. Pesticides, when needed, shall be selected consistent with IPM principles in order to minimize negative impacts on human health and the environment.
The Contractor shall perform pest control services in conformance with the Integrated Pest Management Plan (IPMP) to prevent and control the following pests:

12) Annex 1503030 – Integrated Solid Waste Management (ISWM) ISWM requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, materials and equipment required to perform refuse collection, disposal and recycling services at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR. Services include, but are not limited to:
• Solid Waste Collection – Non-Residual (General Waste, Bulky Waste)
• Solid Waste Disposal – Non-Recyclable, Providing Vehicles and Equipment and
Providing Solid Waste Containers.
• Refuse
• Recycling
13) Annex 1503040 – Swimming Pools Swimming Pools requirements within this sub-annex primarily consist of the management, operation, and maintenance the indoor swimming pool located at NASF.
14) Annex 1503050 – Grounds Maintenance & Landscaping Grounds maintenance and landscaping requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, materials, and equipment necessary to provide grounds maintenance, landscaping, and associated pest control services located at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
The intent of Annex 1503050 Grounds Maintenance and Landscaping is to specify the requirements related to prestige areas, lawns, fields, operational areas, and storm water system operation and maintenance, such as: mowing, trimming, edging, trash and debris removal, aeration, de-thatching, fertilization, irrigation systems operation and maintenance, tree maintenance, tree control, vegetation and weed control within the installation. Services include, but are not limited to:
• Exterior trashcans and debris removal within 5 feet of designated buildings are excluded from this specification. This is included in 1503010, Custodial.
• Maintenance and repair of irrigation system and components. This is included in
1502000, Facility Investment.
15) Annex 1503060 - Pavement Clearance Pavement Clearance requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, materials and equipment required to perform pavement clearance services at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
The intent of Annex 1503060 Pavement Clearance is to specify the requirements related to pavement sweeping and snow removal operations.
16) Annex 1602000 - Electrical Electrical requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, materials and equipment required to continuously operate, maintain, and repair Electrical Power Transmission and Distribution Systems at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
17) Annex 1603000 - Gas Gas requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, materials and equipment required to continuously operate, maintain, repair, and read meters on Gas Distribution Systems at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
18) Annex 1604000 - Wastewater Gas requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, materials and equipment required to continuously operate, maintain, and repair Wastewater Treatment Plant and Collection Systems at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
19) Annex 1606000 - Water Water requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, materials and equipment required to continuously operate, maintain, and repair the Water Distribution and Treatment System at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
The Station Potable Water Supply and Distribution System begins at the NAS Fallon Water Tank on Rattlesnake Hill northwest of NAS Fallon Main Station. Untreated water flows to the City of Fallon Water Treatment Plant and then through the Booster Station on the east side of the Plant ending at the points where the water enters each NASF facility or hydrants.
20) Annex 1700000 – Base Support Vehicles and Equipment (BSVE) BSVE requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, materials and equipment required to perform BSVE services at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
The intent of Annex 1700000 BSVE is to specify the requirements for a BSVE program consisting of vehicles and equipment maintenance, repair, and operation to include dispatch, Civil Engineering Support Equipment (CESE), Weight Handling Equipment (WHE) / Material Handling Equipment (MHE), Ordnance Handling Equipment (OHE), liquid movements, people movements, operator licensing and training, inspection and certification, and specified administrative program management.
21) Annex 1800000 – Environmental Environmental requirements within this sub-annex primarily consist of providing all labor, management, supervision, tools, materials and equipment required to perform environmental services at NASF, the FRTC and all associated special areas, tenant and remote sites, as designated within the NAS Fallon AOR.
The intent of Annex 1800000 Environmental is to specify the Environmental requirements, which primarily consist of the following services: management, collection and disposal of hazardous material, hazardous waste and other regulated waste; oil and hazardous substance spill response, cleanup and disposal; sampling and laboratory services; and groundwater and storm water monitoring.

The notice does not commit the Government to issue any type of solicitation or award an ultimate contract. It does not restrict the Government from a particular acquisition approach. Your answers to the following questions will be used to tailor the proposed solicitation described above. All information provided will be kept confidential and will not be disseminated to the public. Respondents are also advised that the Government is under no obligation to pay for information obtained, acknowledge receipt of the received information, or provide feedback to respondents with respect to any submitted information.
**For purposes of these services-
“Catalog price” means a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or vendor, is either published or otherwise available for inspection by customers, and states prices at which sales are currently, or were last, made to a significant number of buyers constituting the general public; and mailto:christopher.j.jennen.civ@us.navy.mil
“Market prices” means current prices that are established in the course of ordinary trade between buyers and sellers free to bargain and that can be substantiated through competition or from sources independent of the offerors.
“Annual Receipts” Gross receipts are averaged over a concern’s latest three (3) completed fiscal years to determine its average annual receipts. “Receipts” means the concern’s gross or total income, plus the cost of goods sold, as defined by or reported on the concern’s Federal Income tax return. The term does not include, however, net capital gains or losses, or taxes collected and remitted to a taxing authority if included in gross or total income. The concern may not deduct income taxes, property taxes, cost of materials or funds paid to subcontractors. Travel, real estate and advertising agents, providers of conference management services, freight forwarders, customs brokers and tour operators may deduct amounts they collect on behalf of another. If a concern has not been in business for three (3) years, the average weekly revenue for the number of weeks the concern has been in business is multiplied by 52 to determine its average annual receipts.
