About this file

This is a Notice of Intent to Sole Source (SSN-2023-149-AH) from Colorado State University's College of Veterinary Medicine and Biological Sciences (CVMBS), seeking to procure electronic chute systems and sorters from Te Pari Products. The university requires a specific Racewell HD3 Sheep Handler system with detailed specifications, including two configuration options (with and without 3-way drafting), loadbar sets, T30 scale systems, integrated EID controllers, tablets, Wi-Fi routers, dosing guns, and additional accessories. Responses must be submitted electronically via the Rocky Mountain E-Purchasing System by 5:00 PM MT on August 31, 2023, with vendors prohibited from directly contacting the department and required to direct all inquiries to the Purchasing Agent, Alta Herndon.

The sole source procurement is driven by CVMBS's research needs, where the Te Pari Racewell HD3 Sheep Handler is identified as the only system meeting their specific requirements for sheep research operations. The system will enable more efficient sheep handling, with the capability to reduce a team of five people weighing sheep over several hours to just two people completing the task in under an hour. Critical requirements include automatic animal holding and sorting, one-person operation, electric power functionality, scale system integration, and microchip reader compatibility. The university emphasizes that no substitutions will be accepted, and Colorado State University will be the sole judge of equivalence for any proposed equipment.

Introduction and Description of Business Need

The College of Veterinary Medicine and Biomedical Sciences (CVMBS) consists of four academic departments: Clinical Sciences, Biomedical Sciences, Environmental and Radiological Health Sciences (ERHS), and Microbiology, Immunology and Pathology (MIP).

The college also includes an extensive service branch, the Veterinary Health System (VHS), which houses the Veterinary Teaching Hospital (VTH), the Veterinary Diagnostic Laboratory (VDL), The Translational Medicine Institute (TMI), the Animal Cancer Center (ACC), the Equine Hospital (EH), and multiple other service or research related entities.

CVMBS is recognized for excellence in reproduction, cancer biology and comparative oncology, infectious diseases, musculoskeletal research, and neurosciences. CVMBS improves the lives of animals and humans by consistently accomplishing the following goals:

• Tackling local and global challenges.

• Expanding knowledge and technology.

• Delivering real-world solutions.

To continue advancing its ongoing mission, CVMBS requires a sheep handling chute system that is fully automatic, runs on electricity, weighs sheep as they migrate through the chute system, and has an automatic sorting gate. This type of gate will allow efficent assessment of sheep and document accurate weights before sorting them for studies.

RATIONALE FOR BRAND/MODEL CHOICE

A thorough investigation of automated chute and sorter systems indicate that Te Pari’s Racewell HD3 Sheep Handler is the only full chute and gate system that can meet all of the CVMBS requirements

Hundreds of sheep are utilized annually at CVMBS for research purposes, and when sheep are weighed, it can take a team of five people a few hours to complete the task. With the Te Pari Racewell HD3 Sheep Handler system and sorter, two people could run an entire herd in less than an hour. Weights are critical in study and surgical protocols, and being able to monitor fluxuations in weights is a requirement as it provides critical information to study directors and surgeons. Requirements include the following:

mailto:alta.herndon@ColoState.edu https://www.bidnetdirect.com/Colorado/Colorado-State-University

• Automates holding the animals as well as sorting the sheep.

• Accommodates operation by one person.

• Runs on electric power, not compressed air. Compressed air systems are not desirable for the situation because they can leak, run out, and some models require an air compressor to be attached.

• Provides incorporation of scale system.

• Provides microchip reader compatible with the microchips used by CSU.
