About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Education's Division of Technology and Innovation, seeking annual maintenance and support for the Florida Schools Safety Portal (FSSP). The document details a three-year contract for software maintenance and support services, specifically for School Safety Annual Hosting, School Safety Annual Maintenance, and FocalPoint Annual Maintenance, to be procured from Versaterm Public Safety US, Inc. The solicitation was posted on 6/6/2025 with a response deadline of 6/27/2025, and is being conducted under sections 120.57(3) and 287.057(3) of Florida Statutes.
The estimated contract value is $2,358,000.00, and the procurement is justified as a sole-source acquisition because Versaterm is the exclusive owner and provider of the specific software solutions. The contract stems from the Marjory Stoneman Douglas Commission's recommendation to improve access to timely, complete, and accurate information for school threat assessment teams. Versaterm was originally selected through a competitive GSA Schedule 70 process to implement the Centralized Integrated Data Repository (CIDR) solution, and the maintenance services are considered proprietary, with Versaterm being the sole authorized provider for maintenance, editing, or modifying the source code.

In 2019, in response to this recommendation, FDOE was required to provide a centralized integrated data portal to improve the threat assessment teams’ access to timely information from a variety of data sources, including but not limited to those in § 1001.212(6), F.S. from the 2018 and 2019 legislative sessions and Executive Order 19-45.
The Department competitively selected the most qualified vendor under GSA Schedule 70 to implement the Centralized Integrated Data Repository (CIDR) solution as required by subsection 1001.212(6)-(9), Florida Statutes (F.S.). The solution was procured by Versaterm (formerly known as Synnex), and ongoing maintenance for this system is proprietary.
