About this file
This is a Sole Source Justification Form from the Illinois Secretary of State's Information Technology, Admin, Data Center Services department, requesting maintenance coverage for IBM mission critical hardware and software. The contract is for a one-year term from July 1, 2025 to June 30, 2026, with a total value of $630,816.40, specifically covering maintenance and support for IBM equipment/mainframe systems currently in use by the agency. The document details various IBM hardware components requiring coverage, including HWMA Power, IBM Media Retention Power, MCP Remote Support HMC, SWMA AIX Enterprise Edition, IBM Support Insights Edition, HWMA Storage, and z16 Mainframe Maintenance.
The procurement is being pursued as a sole source contract directly with IBM, with justification that no alternative vendors can provide equivalent service authorization, pricing, and 24/7 coverage for the agency's critical systems. The agency has a historical precedent of using master contracts or sole source arrangements for these IBM mission critical systems, with documentation showing similar contracts dating back to 2015. The funding will come from State Appropriate Funds, and the agency argues that without this sole source contract, they would face potential service interruptions, reinstatement fees, and fines. IBM has reportedly offered competitive rates, even lowering some rates from the previous year's contract.

If more than 10, or if other comments, explain: ILSOS has always used master contract or sole source for IBM mission critical systems.
Section VI - Business Rationale
1. Provide a detailed explanation of the need for the supplies or services:
ILSOS requires maintenance and support on IBM equipment/mainframe currently in use in our Information Technology Department.
Service on this equipment must be performed by IBM-trained engineers in order to validate issues, coverage, repair, and warranty of IBM hardware.
2. Provide a list and describe in detail the specifications required to satisfy the need:
ILSOS needs to maintain all IBM Hardware to ensure working order of all products in our infrastructure. ILSOS needs a vendor to provide the ability to support mandated requirements to the citizens of Illinois. Attached is a generic list of IBM hardware needed for coverage HWMA Power IBM Media Retention Power MCP Remote Support HMC SWMA AIX Enterprise Edition IBM Support Insights Edition HWMA Storage z16 Mainframe Maintenance
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
Mission critical systems which provide support and services for the duties of the Secretary of State's office to be carried out are supported by IBM Mainframe hardware and software. These critical systems have been implemented for many years by Information Technology to provide the processing of all 25 office departments. IBM Mainframe is ILSOS's infrastructure to provide computer access in order to process services to the Illinois citizens 24 hours a day, 7 days a week. In order to meet this requirements, IBM hardware maintenance is required to expedite any issues, downtime and repairs.

Requesting Agency/University Illinois Secretary of State
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
At this time, there is no alternative vendor that could provide these services. They would have to be authorized by IBM to work on they IBM systems, their pricing would be in addition to IBM's, and they may not be able to meet the coverage requirement times if a situation arises with hardware that is operational 24 hours per day. The maintenance is on IBM equipment and IBM-trained engineers validate the issue, coverage, repair, warranty of IBM hardware
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No
5a. If no, why weren't alternatives evaluated?
Due to the timeline and nature of the coverage, ILSOS is going directly to IBM to ensure proper coverage on the IBM equipment in the environment as IBM requires authorized IBM trained engineers to ensure all agency services continue without interruption.
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
ILSOS has always procured these services of a State of Illinois master contract that is open to all public entities. The replacement of this contract did not include the use of joint purchasing. IBM was able to give ILSOS competitive rates and even lower some rates from the previous year.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
ILSOS will lose coverage of its agency mission critical hardware and software maintenance of IBM products. ILSOS would face reinstatement fees, fines without this sole source contract.
10. Is there any additional information you would like to add to justify this sole source?
