About this file
This document is a Sole Source Justification Form for the Illinois Department of Human Services - Division of Developmental Disabilities to procure a contract for the Murray Camera Project. The project involves the purchase of 74 exterior Axis cameras, 26 hallway Axis cameras, 87 interior Axis cameras, related surveillance cards, network video recorders, and installation labor. The Department is seeking a vendor knowledgeable in Axis cameras and compatible equipment to ensure system-wide compatibility across the 7 State Operated Developmental Centers. The contract term is from October 1, 2024 to June 30, 2025 with no renewal options.
The vendor, A-1 Lock, Inc., is offering a 5% discount on the products, matching their pricing on the existing statewide master contract. The Department is seeking a sole source justification due to the recent requirement for a performance bond on contracts over $150,000, which the existing master contract does not include. Utilizing the sole source method will ensure compatibility and effective management across the State Operated Developmental Centers.

Q1Answer: The State's seven (7) State Operated Developmental Centers are currently pursuing a statewide project to install cameras in our facilities to ensure the safety of our individuals served and staff. To date, Choate Developmental Center and Fox Developmental Center have cameras installed and Mabley Developmental Center has their cameras procured and on-site, ready to install when wiring is completed. These 3 SODCs have utilized statewide master contracts available to complete the wiring (Ficek) and cameras purchase/installation (A-1 Lock, Inc.). The recent change in the Performance Bond requirement has impacted this statewide project, not allowing us to use the Statewide Master Contract Vendor. The current master contract with vendor A-1 Lock, Inc (P-25705) does not have language in the contract to require a performance bond, so for procurements over $150k, we are not able to use the release off master contract procurement method as we did for the first 3 SODCs. This procurement is for Murray Center and is for the purchase of cameras, camera mounting supplies, network recorders, software licenses, SD cards, labor to install the cameras and performance bond for Murray Center.
Q2Answer: We require a vendor that can can procure and provide Axis cameras and mounting accessories, Axis SD Cards, Axis network video recorders and applicable licenses, assist the facility in the camera design and capable of then installing all components of this camera project on-site at our facilities.
The details of this contract include the purchase of:
74 Exterior Axis Cameras - Price includes 5% discount per item which matches the master contract pricing 26 Hallway Axis Cameras - Price includes 5% discount per item which matches the master contract pricing 87 Interior Axis Cameras - Price includes 5% discount per item which matches the master contract pricing 74 Axis Surveillance Cards for exterior cameras - Price includes 5% discount per item which matches the master contract pricing 113 Axis Surveillance Cards for interior cameras - Price includes 5% discount per item which matches the master contract pricing 2 Axis S1296 Rack Recorders 96TB - item not on master contract but vendor applying a 5% discount Misc. mounts and fasteners for cameras Estimated Labor to install cameras Design time - hourly cost the same as master contract for Region 8 Performance Bond
Q3Answer: The Division of Developmental Disabilities sought and obtained governance approval to install cameras and internal network recorders at our SODCs utilizing current statewide master contract vendors - Ficek for wiring and A-1 Lock, Inc. for cameras and network recorders. It is imperative that the 7 SODCs utilize the same camera system and network video recording system to ensure adequate oversight can be maintained as well as system wide training and compliance. Currently, three (3) SODCs have procured cameras and network video recorders (NVRs). It is imperative that the remaining 4 SODCs utilize the same cameras, recorders and software for compatibility and statewide management of this project. Additionally, this camera system requires software updates, camera trouble-shooting and/or warranty issues and the current statewide master contract vendor, A-1 Lock, Inc., can provide this assistance as needed after project implementation via the release off master procurement method.
Q4Answer: The unique features of the supplies and services needed for this procurement are that the cameras and recorders must be the Axis brand to be compatible with the 3 other SODCs that currently have cameras installed and/or procured and ready for installment. The Department/Division of Developmental Disabilities must have the same camera system in all of their seven SODCs to provide effective management, oversight and training. The cameras we are utilizing are Axis cameras and the Axis network video recorder is preloaded with the Axis Camera Station video management software so it is compatible with the cameras being installed. Vendor is offering 5% discount (like their products in their statewide master contract) which makes this purchase economically feasible. Cameras purchased have warranties and the Axis network video recorder also comes with a 5-year limited hardware warranty and on-site hardware replacement.

Q5aAnswer: The most economical procurement path has been utilized by 3 other SODCs, which is to utilize the current Master Contract vendor, A-1 Lock, Inc. The Division cannot effectively manage different camera systems at our SODCs. Due to the recent Performance Bond need for projects over $150k and that the current master contract held by A-1 Lock, Inc. does not have language requiring the Performance Bond, we are seeking a Sole Economically Feasible Source for this procurement method to ensure the camera system at Murray Center is the same as our other SODCs. Additionally, A-1 Lock, Inc., the current master contract vendor is agreeing to use the same rates from the Master Contract and the rates are economically feasible because they were secured earlier in this high inflationary period through a competitive solicitation.

Q7Answer: The Vendor is the statewide master contract vendor who supplies cameras, installation, design and repair and is offering a 5% off discount for those items which are identical to their current master contract.

Q8aAnswer:
Q9Answer: The impact is the potential for multiple camera operating systems through-out the State at our SODCs which will not be manageable by the Division of Developmental Disabilities - SODC Operations. It is imperative that all 7 SODCs utilize the same types of cameras and same software along with the same compatible network video recorders for effective management, oversight and training. Potential financial impact should this procurement need to be a competitive bid is we would probably be forced to pay higher pricing as the vendor is offering the same discount for this procurement as they have in their current master contract which was secured earlier in this high inflationary period through a competitive solicitation.
