Sole Source Justification for Electronic Visit Verification System
This is a Sole Source Justification Form submitted by the Illinois Department of Human Services (DHS), Division of Rehabilitation Services (DRS), for the continuation of electronic timekeeping system services provided by Sandata Technologies LLC. The Electronic Visit Verification (EVV) system is required to support the Home Services Program (HSP), a Medicaid Waiver Program serving over 44,000 individual providers throughout Illinois. The system enables providers to record visit start and end times via telephone, which are securely transmitted to Sandata for real-time data exchange with DHS systems to calculate provider payments and create payroll records. The requested contract is for a one-year term beginning July 1, 2026, and ending June 30, 2027, with an estimated value of $3,000,000. This sole source procurement is necessary because a competitive RFP (Bid 25-444DHS-PROCU-B-45146) was awarded on March 16, 2026, for a new EVV system that will require a 12-month implementation period, during which the current Sandata system must remain operational to ensure continuity of services and compliance with state and federal law. The need date is identified as January 16, 2026, with services required by July 1, 2026.
The contract pricing is based on usage-dependent costs totaling $3,000,000, comprising usage-based costs of $2,400,000, technical implementation costs of $310,890, datawarehouse fees of $226,260, and yearly maintenance fees of $62,850. This represents an increase of $350,000 from the previous fiscal year ($2,650,000 in FY26), attributed to anticipated growth and contingency funding for transmitting 13 years of historical EVV data during the new system's implementation period. The justification for the sole source award is based on copyright and patent protections, as the Sandata system was originally developed through a competitive bidding process with business rules and data interfaces specifically built for the DRS Home Services Program. DHS argues that pursuing an alternative vendor to develop comparable system interfaces within the time constraints would not be economically feasible. The contract is funded entirely through State Funds. Failure to approve this sole source would result in DRS operating without a required EVV system, causing inability to timely and accurately pay over 35,000 HSP providers in FY25 (which processed over $960 million in payments), and placing the state in violation of the Illinois SMART Act, the 21st Century CURES Act, and applicable collective bargaining agreements, with potential loss of federal funding.

Q1Answer: The DHS Division of Rehabilitation Services operates the Home Services Program (HSP), a Medicaid Waiver Program designed to prevent the unnecessary institutionalization of Illinoisans with disabilities. With the provision of tailored services and support offered by Individual Providers, usually of their choice, HSP Customers are able to remain in their homes. The EVV system was first required by the Illinois SMART Act and under the federal 21st Century CURES Act, all providers of Home care services are to be using EVV. The system works such that when an Individual Provider arrives at a Customer's Home, he or she must call into the EVV system to record start time. When a Provider is set to depart a Customer's home, he or she must call out using the EVV system; records from DHS are securely transmitted to vendor Sandata to help Sandata recognize established relationships between eligible customers and providers. Sandata then securely transmits records of visits for each provider which are used to calculate the pay for the period in question and that info is transmitted for creation of payroll records that get processed. Therefore, the Sandata system helps ensure timely and accurate payment to over 44k providers throughout the state.
An RFP was awarded for 25-444DHS-PROCU-B-45146 on 03/16/2026. The new contract will include a 12-month implementation timeline following the contract start therefore it is imperative DHS keep the current system for continued services for Electronic Visit Verification during this time. The continued service is needed because the business rules and data exchange interfaces between DHS and Sandata are already set up to transmit information back and forth in near-real time which prevents disruptions in service/ program operation and payment for our providers to comply with the currently effective collective bargaining agreement as well as federal and state law while going through the procurement process for a new EVV contract. The Sandata system is integral to ensuring timely and accurate payment to providers. In FY25 HSP processed more than $960 million in payments to more than 35,000 HSP providers based on timekeeping within the EVV system. Without the system remaining in place during the new contract's 12-month implementation, there could be disastrous consequences and innumerable grievances from providers for a lack of timely payment and audit findings for the same .
Q2Answer: The attached business rules provides a detailed list of the specifications needed to meet the needs/regulations of our Home Services Program. Timely data exchange is necessary to keep the Electronic Visit Verification system up to date, considering customer and provider information can change at any time. A near real-time exchange from the DHS case management system with the Sandata web service allows for all this information to be imported by the Sandata system. A set of transactions have been established to accomplish this goal. One of the main data exchanges is that of approved visits. Twice a week, approved visits are swept by Sandata and sent via a secure file transfer to DHS. DHS utilizes these visits to create payment records for individual providers and pass those records to the DHS Payroll system.
Q3Answer: The Sandata system is the only electronic timekeeping system for providers in the Home Services Program, with specific business rules and interfaces built for HSP. It would not be economically feasible to pursue an alternative vendor to build a system that interfaces with other systems within the program, and have DRS customers and providers trained to use it within the given the time constraints.
The Sandata EVV system was originally built for DHS as a result of a competitive bidding process and the resulting business rules specifically match DRS rules and policy. At this time, Sandata software license is the only option to continued services until the new contract implementation is completed. The new contract will include a 12-month implementation timeline following the contract start therefore it is imperative DHS have continued services for Electronic Visit Verification during this time.
The EVV system has been used by DHS since January 1, 2014, and the payment of Individual Providers has been dependent on DHS staff reconciling the records in the system with paper timesheets submitted by providers since July 1, 2014. The system was developed pursuant to the Illinois SMART ACT (PA 97-0689, § 5-5f(g). If there is no EVV system in place while DRS selects a new vendor, Individual Providers will not be paid, leading to grievances pursuant to the collective bargaining agreement (CBA). Additionally, Section 12006(a) of the 21st Century Cures Act mandates that states implement EVV for all Medicaid personal care services (PCS) and home health services (HHCS) that require an in-home visit by a provider no later than 1/1/2023. Without this contract in place on 7/1/26 DHS will be in violation of the SMART ACT, 21st Century Cures Act and be unable to fulfill the terms of the CBA. DHS would lose Federal funding if found to be in non compliance with the 21st Century Cures Act.
Q4Answer: Sandata is currently meeting the business need for HSP and will do so until 06/30/2026. This sole economically feasible source procurement will ensure continuity of the EVV system already in place to remain compliant with state and federal law, while DRS completes the competitive procurement process. It would not be economically feasible to pursue an alternative vendor to build a system that interfaces with other systems within the program, and have DRS customers and providers trained to use it within the given the time constraints.

Q5aAnswer: The RFP was awarded for 25-444DHS-PROCU-B-45146 on 03/16/2026 and DHS will need time to negotiate a new contract for a new EVV system to be utilized by HSP providers. The new contract will include a 12-month implementation timeline following the contract start therefore it is imperative DHS have continued services for Electronic Visit Verification during this time.

Q7Answer: DHS recently conducted a procurement to replace the old system on Bid 25-444DHS-PROCU-B-45146 which was awarded 3/16/2026. However, to ensure compliance with relevant State and Federal laws, it is imperative that services continue while the contract is executed and the new system is being implemented.
The pricing breakdown for this sole source contract will be the same as in the existing contract, however the sole source contract will have a budget of $3.0M for one (1) year (costs were $2.650M in FY26). This amount is an estimate because the bulk of the expenses are usage-based and dependent on the number of calls logged by the system. The $350,000 increase for this contract is based on anticipated growth next year, as well as a contingency for additional technical implementation associated with the costs of transmitting 13 years of historical EVV data during the 12-month implementation period included in the new contract.
Budget breakdown is as follows:
Usage-based costs $2,400,000 Technical Implementation $310,890 Datawarehouse Fee $226,260 Yearly Maintenance Fee $62,850 Total $3,000,000

Q9Answer: If this is not approved, DRS will be without an EVV system as required by state and federal law, and DRS would also be without a system to effectively monitor hours worked by providers in the Home Services Program, and thus an inability to timely and accurately pay providers. It is not feasible economically or operationally to develop, implement, and adopt a new system from any other provider prior to the expiration of the existing contract.
