About this file
This is a response document to Section VI Question 2 related to a Sole Source Justification (SSJF) filing for the Illinois Department of Human Services (DHS) State Opioid Action Plan contract opportunity. The document addresses the rationale for awarding the contract to Advocates for Human Potential as a sole economically feasible source rather than through competitive bidding. The response explains the justification for this procurement approach, detailing why the selected vendor represents the most economically feasible option for delivering the required services under the State Opioid Action Plan initiative.
The filing is part of a formal notice of intent to award process in Illinois, with a public comment period that concluded on Friday, September 25 at 4:00 p.m. The justification submission responds to specific evaluation questions outlined in Section VI of the procurement requirements, providing the DHS rationale for the sole source determination and establishing the economic feasibility of this award decision.
