About this file

This is a Single Source Justification for a federal contract award under the Simplified Acquisition Threshold (SAT).

The Department of Veterans Affairs, VISN 10, Battle Creek VA Medical Center is procuring Censitrac scanners with stands—specifically 7 corded and 7 non-corded units—for an estimated cost of $28,982.00 under Acquisition ID 36C250-26-AP-4079. The justification for single-source award to Censis Technologies, Inc. is based on the requirement that the VA Office of Sterile Processing has mandated use of CensiTrac's third-party Instrument Tracking System per VA Directive 1116(2). CensiTrac maintains a sole-source agreement with Zebra for the Ultra-Rugged 1D/2D Barcode Scanner devices, and the Zebra scanners are programmed exclusively to operate with CensiTrac's system, making alternative sources unavailable.

Market research was conducted through SBA's database using NAICS code 334118, which yielded 583 vendors, but a second search using the same NAICS code with the keyword "Censitrac" resulted in zero small business vendors. The product is not available on the GSA schedule or included in the Network Contracting Office's Class Waiver List, and only one quote was obtained from the end user. The Contracting Officer determined that neither the VA Rule of Two nor the SBA Rule of Two could be satisfied, justifying the single-source award in accordance with FAR 12.102(a). The justification was approved and certified by Christopher Gundy, Contracting Officer, Services and Commodities Team 6, Network Contracting Office 10, effective December 30, 2025.

Single Source Justification for SAP under the SAT

Revision: 02 Effective Date: 12/30/2025 Page 1 of 1 Acquisition ID# 36C250-26-AP-4079

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 12.102(a) For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($350K)

Acquisition Plan Action ID: 36C250-26-AP-4079

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Battle Creek VA Medical

Center (VAMC), 5500 Armstrong Road, Battle Creek, MI 49037, submitted 2237# 515-26-3- 5505-0070 for Censitrac Scanners.

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount: The Battle Creek VAMC is requesting Censitrac scanners, with stands, 7 corded and 7 non-corded.

The estimated cost is $ 28,982.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Office of Sterile Processing has directed all VA facilities to utilize a third-party Instrument Tracking System (ITS) in VA Directive 1116(2).

VISN10 HTM has contracted with CensiTrac for its ITS. CensiTrac requires the use of barcode scanners to allow the instrumentation to be scanned into CensiTrac. CensiTrac has a Sole Source agreement with Zebra for Ultra-Rugged 1D/2D Barcode Scanner (corded and cordless) devices, therefor these scanners must be purchased from Censis Technologies.

The Zebra scanners requested are programmed exclusively to work with CensiTrac.

4. Description of market research conducted and results or statement why it was not conducted:

SBA SBS was queried using NAICS code 334118 and certified SD/VOSB’s resulting in 583 vendors found. Second search was conducted using NAICS 334118 and keyword “Censitrac” resulting in 0 small business located. Product is not in the NMR Class Waiver List. Item is not available on NAC/GSA. End user provided 1 LB quote.

A reasonable expectation of two or more SB quotes does not exist. Neither the VA Rule of Two nor the SBA Rule of Two can be satisfied. There is only one sole vendor, CENSIS TECHNOLOGIES, INC., LB.

5. Contracting Officer's Certification: Purchase is approved in accordance with RFO

FAR12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
