About this file
This Single Source Justification (SSJ) document details Cannon Air Force Base's intent to purchase three traffic signal controllers from Iteris for their base infrastructure. The procurement involves specific equipment including 3 Mobotrex Super P cabinets, 48 EDI model 510 leadswitch units, 3 EDI model MMU2-16 SmartMonitor units, 6 EDI model BIU 700 bus interface units, and additional supporting hardware like backup power supplies, camera brackets, and monitoring equipment.
The justification stems from the need to replace borrowed traffic control equipment from the City of Clovis, which exclusively uses Iteris systems. An upcoming Intergovernmental Support Agreement (IGSA) with the City of Clovis requires maintaining equipment compatibility for seamless integration and maintenance. Market research confirmed Iteris as the sole provider meeting the City of Clovis specifications. The 27th Special Operations Contracting Squadron (SOCONS) will conduct future market research to potentially introduce competition, but for this procurement, they have determined a single source award is necessary under FAR 13.106-1(b)(1). The total contract is valued at an undisclosed amount, with a planned award date of 07 April 2025.

City of Clovis Department of Public Works, as they exclusively utilize and maintain Iteris equipment. Procuring identical controllers ensures compatibility and efficient long-term support.
Section D: Efforts to Obtain Competition
To ensure seamless integration and ongoing maintenance of its traffic signal system, Cannon AFB must adhere to the specifications established by the City of Clovis, as outlined in the forthcoming Intergovernmental Support Agreement (IGSA).
This IGSA will stipulate that the City of Clovis Department of Public Works will perform maintenance and repairs on the base's traffic signals. Currently, the City of Clovis exclusively utilizes Iteris traffic signal systems. Therefore, to maintain interoperability and leverage the City's established maintenance capabilities throughout the lifespan of the equipment, procuring Iteris systems is essential. Extensive market research confirmed Iteris as the sole provider meeting these critical compatibility requirements, precluding the possibility of competitive procurement at this time.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The 27th Special Operations Contracting Squadron (SOCONS) will conduct market research to determine if competing products offer a comparable or better value to the Government while meeting the "Clovis Specification" defined by the City of Clovis Department of Public Works. If competing products are identified, 27th SOCONS will pursue a competitive process to assess whether procuring alternatives to Iteris traffic controllers is operationally and fiscally feasible for all traffic signal locations on Cannon AFB. Furthermore, if future circumstances warrant continued procurement of Iteris for Cannon AFB, the 27th SOCONS will conduct market research to ensure that the Government is acquiring the most advantageous products, while maintaining compliance with the IGSA.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
