SOLE SOURCE JUSTIFICATION

MANDATORY TEMPLATE FOR FEDERAL PROCUREMENTS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

1. Estimated Dollar Value: $28K

2. Anticipated Period of Performance: Delivery 4 Months ARO.

3. Does the anticipated Period of Performance include option years? If no, explain.

No, this acquisition is for the purchase of an end item and associated equipment.

4. Sources Sought Notice posted to Contract Opportunities and attached to this document?

Yes See Attachment 1 No

5. Market Research conducted and attached to this document? If not, explain.

A Sources Sought was posted to beta.SAM.gov from 6/22/20 to 6/25/20 under Notice ID 12805B20Q0059 titled Market Research – Fiber Optic Probe Replacement. No response was received

In our attempt to find additional sources, we performed a web-based search for fiber-optic type probes capable of measuring velocity and void fraction in highly air-entrained flows and contacted other scientists in the stepped spillway research field, but we were unsuccessful in identifying any additional sources.

6. Is this a new requirement or a follow-on to an expiring award?

New requirement Follow-on to an expiring award

7. Describe the requirement. Please note that the requirement is the minimum acceptable specification or capability, and is not necessarily the best in the industry. Please note whether any additional follow-on work is anticipated in response to the current proposed effort.

Dual tip fiber optic probe with reinforced sapphire tips 80 to 100 m tip diameter, 2 to 3 mm tip spacing Greater than 500 kHz sample frequency, 0.033 s response time Adjustable sample time and bubble count limit 120 volt power supply Data acquisition system for determining phase presence rate, interface rate and granulometry Data acquisition software compatible with Windows version 10 Operation and user guide documents Shipping and insurance included All other components except laptop computer for a turn-key system

8. List the proposed vendor and contact information.

SOLE SOURCE JUSTIFICATION

MANDATORY TEMPLATE FOR FEDERAL PROCUREMENTS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

9. Describe why the proposed vendor is the only vendor from which the requirement can be obtained. Examples of acceptable justifications include but are not limited to: sole manufacturer and seller, adherence to warranty provisions, urgency, etc. If other vendors can provide similar products or services, describe why they cannot meet our particular requirement.

The two-tip fiber-optical probe consists of three components: the probe, the opto-electronic module and the computer interface board and software. This equipment can be used to measure the velocity and the air concentration of the air-water mixture typically developed in stepped spillways and other hydraulic structures (e.g., stilling basins, rock chutes, articulate concrete block structures). Other types of velocity measuring equipment such as back-flushing pitot tube, acoustic doppler velocity meter (ADV) and conductivity meter have significant limitations (i.e. most do not allow collection of air concentration data or provide accurate velocity measurements) when used in highly air entrained flows. The scientific community recognizes the fiber-optical probe and the conductivity probe as acceptable methods for measuring the flow properties in highly air entrained flow. The HERU would like to continue using the fiber-optical probe technology and methods because of our long history and knowledge for using this technology and it provides consistency with our previously collected data.

The only known source of this type of velocity measuring equipment is RBI Instrumentation, Meylan, France.

The two-tip fiber-optical probe, quote no 200604a, consist of 2 specially designed double optical sapphire probes, 2 channel opto-electronic unit with power supply, and acquisition unit including software for void fraction, gas velocity and size distribution. The quote also includes repair of 2 of our existing probes. In our attempt to find additional sources, we performed a web-based search for fiber-optic type probes and contacted other scientists in the stepped spillway research field, but we were unsuccessful in identifying any additional sources.

The acquisition of this probe is essential for the success of the planned stepped spillway research and future research involving highly air entrained flows. This state-of-the-art probe gives us the ability to collect unique velocity and air concentration data that will help in the understanding of the hydraulics of stepped spillways and other hydraulic structures, and it will also help to assure the results of the project will be accepted by the scientific community.
