Summary: Sole Source Justification - Simplified Procedures for Certain Commercial Items
This document is a Sole Source Justification for procurement of Emerson-manufactured pneumatic components for the Propulsion System Rocket Engine (PSRE) Test Set (MPTS) supporting Minuteman III systems. The Air Force Materiel Command (AFMC) Propulsion Systems & Industrial Equipment Branch (PZIEB) is acquiring four specific part numbers from Rust Automation & Controls Inc., the assigned Emerson distributor located in West Jordan, Utah (Cage Code 09RN9, Small Business, NAICS 332911). The required components include a Normally Open Solenoid Valve Kit (P/N 85178, Qty 6), Pressure Reducing Regulator (P/N DKA66CVV9AGG9, Qty 1), Electro-Pneumatic Controller (P/N ER5000FI1, Qty 4), and Solenoid Valve (P/N VGP6PVVC9D9, Qty 5). The acquisition is structured as a Firm Fixed Price purchase with a 14-week delivery schedule following order receipt.
The justification for sole source procurement rests on proven performance and technical compatibility. The 309th Software Engineering Group's 516th Software Engineering Squadron successfully tested Emerson components on one MPTS and determined these parts precisely match system requirements in ways competing manufacturers cannot guarantee, with unverified alternatives posing safety and equipment damage risks. Extensive market research conducted across Enterprise Software Initiative, GSA 2GIT, NASA SEWP, GSA Advantage, and Sam.gov from December 15, 2025 to January 5, 2026 yielded no alternative sources. The document was coordinated on January 13, 2026 and approved by Contracting Officer Jonathan Graham on January 21, 2026, with authority under DAFFARS 5313.501 and 10 U.S.C. 3572. Price reasonableness will be negotiated using FAR Part 12 and FAR 13.106-3(a)(2) procedures.

July 2025 CONTROLLED UNCLASSIFIED INFORMATION Page 3 of 4 parts to test pneumatic lines used in the Minuteman III PSRE MPTS. After successfully updating one MPTS with Emerson parts, the squadron has determined that using these parts for the two remaining MPTSs is the best course of action.
Emerson has proven its regulators and valves can precisely match the system's requirements, a guarantee other manufacturers cannot provide. The use of unverified parts from other suppliers poses a direct risk of safety hazards, equipment damage, and performance degradation. Ignoring these possible risks could result in heavy workloads needing to be undertaken to edit the Contract Data Requirements List (CDRL) and the Technical Orders (TO) illustrated parts breakdown (IPB), which would affect the program's timeline negatively by adding additional manpower hours.
Changes to the CDRL and TO have not been budgeted for and would incur undue costs to the government.
Market research has established Rust Automation & Controls Inc. is the assigned distributor for Emerson, is a small business entity, and does not utilize alternate authorized distributors. For this reason, the government is limiting this purchase to Emerson parts.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Searching for the manufacturer on Enterprise Software Initiative (ESI) (ELA and JELA) provided no results.
Searching for the part numbers on General Services Administration (GSA) 2nd Generation IT (2GIT), NASA Solution for Enterprise-Wide Procurement (SEWP), and GSA Advantage provided no results.
Posting a Request for Information (RFI) GSA 2GIT, NASA SEWP, GSA, and Sam.gov from 15Dec25 to 5Jan26 received no quotes.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
“The overall cost of this acquisition will be negotiated in accordance with procedures in FAR Part 12 and FAR 13.106-3(a)(2) and will include a statement of price reasonableness confirming the ultimate price to the Government is fair and reasonable. Additional pricing methodologies to negotiate fair and reasonable price may include reviewing publicly offered catalogs, comparison to historical contractor sales, and/or analysis of limited cost or pricing information provided by the contractor. In the event that limited cost or pricing information is made available, the Government's negotiation objective will be developed using local technical analysis and direct and indirect rate factors recommended by the Defense Contract Management Agency.”
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was conducted to identify potential sources for the required part numbers using QEB, 2GIT, and NASA SEWP. These searches were unsuccessful in locating the specified parts.
Market research has established Rust Automation & Controls Inc. as the assigned distributor for Emerson, is a small business entity, and does not utilize alternate authorized distributors. Based on the solicitation findings and with Rust Automation & Controls Inc. being the only source capable of fulfilling the Government's requirement, there is no reasonable expectation of receiving any offers in response to a Request for Quote (RFQ).
IX. Any other facts supporting the use of Other Than Full and Open Competition.
N/A
X. List of any sources that expressed, in writing, an interest in the acquisition.
See section VI.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
For the reasons stated above, it is not anticipated that future acquisitions for the PSRE MPTS currently being used in Minute Man III by the Air Force could allow for competitive acquisition. The government continuously monitors advances in technology. If changes in the marketplace reveal alternative products capable of satisfying the government's requirements, the government will write future requirement descriptions suitable for full and open competition.
XII. Certification by the Contracting Officer.
As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.
XIII. Certification by the technical/requirements personnel.
As evidenced by my (our) signature(s) above, I (we) certify that any supporting data contained herein, which is my (our) responsibility, is both accurate and complete.
