About this file
This is a Justification for Sole Source Acquisition document for a service contract with MI Technical Solutions under simplified acquisition procedures for a ceiling amount not to exceed $250,000.
The Naval Consolidated Brig Charleston, Detachment Chesapeake, VA requires religious services to comply with mandatory Religious Program requirements under SECNAVINST 1730.7C, SECNAV M-1640.1, and American Correctional Association Certification standards. MI Technical Solutions, located at 860 Greenbrier Circle, Suite 304, Chesapeake, VA 23320 (CAGE Code 35FD0), with point of contact Michael Ihrig, CEO (757-410-0435 x210), will provide a certified Religious Ministry Program Manager (RMPM)/Chaplain to deliver appropriate religious services, accommodations, training, and counseling to support command operations. The justification for sole source procurement cites the incumbent contractor's ten-plus years of service and established relational connections with personnel, noting that a personnel change would cause undue distress and program detriment. Additional factors supporting sole source selection include the specialized nature of working with prisoners, the geographic requirement to be located in the Chesapeake area, the mandatory Secret security clearance requirement, and historical lack of contractor interest in the requirement. The document was certified on February 24, 2026, by the Naval Consolidated Brig Charleston/Chesapeake Activity and approved by NAVSUP Fleet Logistics Center, Norfolk Contracting Department.

Source Selection Information – See FAR 2.101 and 3.104
Describe in detail why only this source can furnish the requirements to the exclusion of other sources.
(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
The following are provided as potential examples of reasons to support soliciting from a single source. If these items do not apply, the check-a-blocks may be deleted from the document. The user should include the appropriate rationale for the selected item(s). Modify accordingly for brand name justifications.
The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
NAVCONBRIG Chesapeake Brig is required to provide various religious services mandatory to meet the Religious Program requirements for Commanding Officer's under SECNAVINST 1730.7C (Religious Ministry within the Department of the Navy), SECNAV M-1640.1, May 2019 (Department of the Navy Corrections Manual), and the standards for American Correctional Association Certification.
The contractor shall provide a certified Religious Ministry Program Manager (RMPM)/Chaplain to provide appropriate religious services, accommodations, training, and counseling to support the missions and responsibilities of Commanding Officer, Naval Consolidated Brig Charleston, Detachment Chesapeake, VA. The current chaplain has performed services for the requirement for over 10 years and has formed relational connections. A change of personnel could cause undue distress and would be detrimental to the success of the program. Additionally, historically no other contractors have shown interest in requirement due to the nature of working with prisoners, the requirement to be in the Chesapeake area, and the requirement to hold a Secret clearance.
A patent, copyright or proprietary data limits competition.
These are "direct replacement" parts/components for existing equipment.
