About this file
This document is a Sole Source Justification for a Special Access Program (SAP) Destruction Blanket Purchase Agreement (BPA) for the Air Force Research Laboratories (AFRL) at Wright-Patterson Air Force Base. The solicitation intends to award a sole source contract to Sipi Metal Corporation for secure destruction of sensitive SAP information technology and materials. The requirement involves transporting SAP materials to an off-site destruction facility using a two-person integrity system approved by the Department of the Air Force's Special Programs Oversight and Information Protection.
Market research identified four potential vendors within 400 miles of WPAFB, with Sipi Metal Corporation selected as the sole source due to its specialized capabilities. Key selection criteria include the ability to perform required destruction methods, allow witnesses, and operate within strict security protocols. The BPA will support multiple AFRL institutions on an as-needed basis, with the requiring activity committed to continuing market research to identify additional qualified vendors meeting the critical geographic and technical specifications. The solicitation allows potential vendors to submit capability statements by 16 July 2025, though this is not a competitive procurement process.

The Air Force Research Laboratories (AFRL) located on Wright-Patterson Air Force Base (WPAFB) requires Special Access Program (SAP) destruction by an authorized SAF/AAZ vendor. This requires the transportation of (SAP) materials to an off-site destruction facility under a two-person integrity system that has been approved by the Department of the Air Force's Special Programs Oversight and Information Protection. This is a new, multi-service requirement that will be fulfilled by various Air Force Research Laboratory (AFRL) institutions located at Wright-Patterson Air Force Base (WPAFB), Ohio, on an as-needed basis after contract award.
Due to the highly sensitive SAP destruction requirements directed by SAF/AAZ, this is a critical service required to be completed to ensure: secure destruction, sensitive information is irrecoverable, and the equipment disposal adheres to the applicable regulations and organization policies. This service is required to ensure SAP destruction requirements are met.
Vendor has visited WPAFB Organizations on multiple occasions to discuss capabilities and provide additional resources on the smelting process. They typically schedule WPAFB destruction appointments in the a.m., which require escorts to leave early in the morning, and stay overnight due to DoD travel guidelines. Sipi offers the destruction of all types of information technology & system components to reduce the unnecessary storage of legacy SAP equipment. Their services are flexible and scalable to process both small and large quantities, and a secure, limited-access space for SAP destruction with well-established chain of custody procedures.
Approved Offerors for SAP Destruction services are limited by the DAF Office of Special Investigations Office of Special Projects under the authority of the DAF SAP Security Director identified approved destruction vendor's meeting the SAP destruction requirements (See SMRAA, Sec B for list of memorandums). However; market research was obtained from four (4) vendors found listed who met the initial geographical requirement (within 400 miles of WPAFB): Fritz Enterprise Inc., Sipi Metal Corporation, Veolia North America, and Letterkenny Munitions Center. Two (2) vendors were not registered in SAM.Gov (Fritz Enterprise Inc. and Letterkenny Munitions Center), one (1) was a large business (Veolia North America), and one (1) was a Woman Owned Small Business (Sipi Metal Corporation).

AFRL / RYS conducted market research through conversations with Subject Matter Experts (SME) in the Special Access Programs (SAP) destruction field while consulting resources from the Air Force Special Access Program Office and OSI PJ Office. Key resources identified were the United State Navy (USN) MFR Authorized Vendor List for SAP IT and materials destruction, reciprocated by the Air Force, and the SAP Destruction Vendor Standard Operating Procedure (SOPs). These SOPs identified additional vendors authorized by OSI PJ/PSO and AFMC/AF Point of Contacts (POCs) for Air Force Materials Command (AFMC) SAP destruction.
Four companies were identified meeting the specific PWS criteria: performance of required destruction methods, allowance of witnesses, and location within 400 miles of WPAFB, OH. Vendors located outside the 400-mile radius were excluded due to the stringent security requirements for transporting SAP IT and sensitive materials. The need for dedicated DAF escorts to drive the materials to the destruction facility, coupled with the requirement for overnight stays in secure government compounds for distances beyond 400 miles, significantly increased the logistical complexity and potential security risks.
The requiring activity and contracting office will continue to conduct market research to identify any newly qualified vendors that meet these critical geographic and technical specifications.
