About this file
The provided document is a notice of intent to award a sole source contract by the Centers for Disease Control and Prevention (CDC) to the Community Anti-Drug Coalitions of America (CADCA) for the delivery of training to grant recipients and youth leaders working in youth substance abuse and prevention.
The CDC intends to award a firm fixed price purchase order to CADCA, which is partnered with the Drug Free Communities Program (DFC) and exempt from competition in accordance with FAR 6.302-5. CADCA is the only organization capable of providing the required youth community of practice and sustained youth substance use prevention activities through the DFC program. The notice provides details on the solicitation number, opportunity type, description, and agency involved. It allows for 15 days of consideration for any quotations/responses from responsible sources before the CDC makes a determination on whether to conduct a competitive procurement.

In accordance with FAR 13.106-1(b)(1), “only one source [is] reasonably available” which states that, “For purchases not exceeding the simplified acquisition threshold. (ii) Where a single source is identified to provide a portion of a purchase because that portion of the purchase specifies a particular brand-name item, the documentation in paragraph (b)(1)(i) of this section only applies to the portion of the purchase requiring brand-name item. 2. Other facts supporting sole source procurement:
a. What can this product/service do that other products/services cannot do?
The Drug-Free Communities Program (DFC) is directed by the White House Office of the National Drug Control Policy (ONDCP) and is currently managed by CDC in the National Center for Injury Prevention (NCIPC), Division of Overdose Prevention (DOP), Drug-Free Communities Branch (DFCB). The DFC Program provides grants to approximately 800 community coalitions to achieve 2 main goals: 1) establish and strengthen collaboration among communities and 2) reduce substance abuse among youth, focusing on alcohol, tobacco, marijuana, prescription drugs, and other drugs.
ONDCP has an exclusive agreement with the Community Anti-Drug Coalitions of America (CADCA) to provide training, coalition development, outreach, evaluation, and research to support all DFC and non-DFC coalitions across the country. CADCA has developed the required trainings specifically for youth regarding youth substance use prevention, has developed required trainings for DFC Coalitions as part of the National Coalition Academy; and engaged DFCB Project Officers in training and coalition technical assistance. Therefore, CADCA is the only organization capable of providing the youth community of practice, sustained youth substance use prevention activities through the DFC program.
