About this file

This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the Indianapolis VA Medical Center. The justification covers the procurement of two Leonard NV-300 LF Mixing Valves at an estimated cost of $28,000 to replace failing units in the facility's hot water system infrastructure.

The document outlines market research showing no SD/VOSBs were located using NAICS code 332919, though 85 VetCert results were found. The items are not available on NAC or GSA, and while three small business quotes were obtained, the VA Rule of Two cannot be met. The procurement will proceed as a small business set-aside since the SBA Rule of Two can be satisfied. The justification cites that these specific Leonard valves are required because they integrate seamlessly with the existing system infrastructure, minimizing training and maintenance requirements.
