About this file
This is a Single Source Justification (Simplified Acquisition) for a federal contract to procure maintenance and calibration services for a Riegl VZ-2000i laser scanner.
The contracting activity is OLH/PZIOA, with the project identified as "Riegl VZ-2000i Maintenance/Calibration" and purchase request number F2DTAF6028AQ01. The contract will cover two years of system maintenance for scanner serial number H2223696, including comprehensive servicing tasks such as housekeeping data review, internal calibration checks, optical component inspection, instrument disassembly, mechanical and electrical component checks, laser module verification, motherboard and circuit board diagnostics, precision camera mount inspection, and preparation of cost estimates for additional repairs. Work commences upon contract award with the scanner received at Riegl world headquarters in Austria. The government team determined that only Monson Engineering in Salt Lake City and Riegl USA in Orlando, Florida are authorized to perform maintenance on Riegl laser scanners, with major repairs and calibration requiring Riegl technicians due to proprietary hardware in the VZ-2000i TLS and the precision calibration requirements. Market research conducted on January 12, 2026, confirmed no additional sources could complete the requirement. The contracting officer, Bryce Michelson (NH-03), made the determination on February 9, 2026, that only a single source is reasonably available per FAR 13.106-1(b)(1), and the government commits to continue researching authorized vendors to preclude future single source awards.
