About this file

This is a Pre-Solicitation notice for the acquisition of a REVOLVE R4 Upright & Inverted Capability fluorescence microscope system. The National Institutes of Health (NIH), operating under the Department of Health and Human Services Office of Logistics and Acquisition Operations, is seeking contractor support for the provision of labor, materials, and equipment necessary to maintain and provide preventive maintenance for this specialized scientific instrument. The microscope will be utilized by HAMB (Human and Animal Microbiota Branch) researchers to detect and capture fluorescent signals from cells for critical research applications including cell viability assessment, exogenous gene expression monitoring, infection efficiency evaluation, and localization of cellular and viral protein interactions.

The REVOLVE R4 system includes integrated imaging capability that enables high-quality photographic documentation of fluorescent cells for record-keeping and scientific journal publication purposes. This equipment is essential for the laboratory's routine work with viruses encoding fluorescent genes and live-virus-infected cell analysis. The solicitation number is 75N98026Q00667, with the federal agency contact being the NIH's Office of Logistics and Acquisition Operations. As a pre-solicitation notice, this announcement precedes the formal Request for Proposals (RFP) and serves to notify potential contractors of the agency's intent to procure this maintenance and support capability.

Sole Source Justification

1. Program Office: NCI, HIV & AIDS Malignancy Branch (HAMB) Project Officer:

Robert Yarchoan 10 Center Drive, 5A29 Bethesda, MD 20892 E-mail address. robert.yarchoan@nih.gov Telephone number. 240-760-6075

2. Project Information:

Title: Acquisition of REVOLVE R4 Upright & Inverted Capability fluorescence microscope Period of Performance: N/A, equipment Requisition No. TBD Proposed Contractor: Lorenzo McMillan Lorenzo.mcmillian@satorius.com 734-277-8836 Essen Instruments d/b/a Essen Bioscience (Sartorius) 300 West Morgan Road Ann Arbor, MI 48108 USA

3. Description of the item or service to be acquired and the benefit to be received by the Government:

This is a standalone fluorescent microscope and cell imager that is capable of imaging cells in five imaging channels (including 3 fluorescent channels). This equipment will be placed in Room 5A29 in Building 10, the existing lab space assigned to Dr. Robert Yarchoan, but will be shared with all the laboratories in the HIV and Malignancy branch (HAMB).

4. Total Estimated Cost: $45,943

5. [Insert one of the paragraphs listed below, depending on the justification]

Specific, detailed explanation of why it is not feasible to obtain full and open competition. Sole Source Justification:

This microscope and imager will allow all HAMB researchers to detect and capture fluorescent signals from cells, which is critical for a variety of routinely performed experiments such as assessing cell viability, expression of exogenously expressed genes, infection efficiency, localization of and interactions between cellular and viral proteins etc. We often utilize viruses encoding fluorescent genes, and this is an important part of our work. We need to assess the fluorescence of live-virus-infected cells, and it is thus important to have the equipment in our lab. The integrated camera will enable taking high quality images of the cells, so that they can be used for record-keeping and publications in scientific journals.

In addition to the above, there are certain specs that are needed to conduct the experiments and research needed:

· 5 MP CMOS Monochrome Camera (Fluorescence)

· 12 MP Color Camera (Brightfield)

· 12.9" Liquid Retina® Touch Display

· Olympus® 1.25x-100x Plan Achromat and Plan Apochromat

· Intelligent Nosepiece

· Intuitive Touch Interface, Measurement Annotations

· LED 50,000 hour lifespan, 5 Imaging Channels, 4 Epi-fluorescence + 1 Transmitted Light

6. FAR Statute: 13.106-1 (b)(1)

(b) Soliciting from a single source.

(1) For purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).

7. Market research:

The Echo Revolve R4 Upright & Inverted Capability fluorescence microscope system is the only system that can provide everything we need to detect and capture fluorescent signals from cells, which is critical for a variety of routinely performed experiments such as assessing cell viability, expression of exogenously expressed genes, infection efficiency, localization of and interactions between cellular and viral proteins. Since we need specific specifications, this is the only microscope that can provide what we need for the most accurate research to benefit the NCI and Clinical Center mission.

8. Check and fill in all that are applicable:

· The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is <insert description of current equipment>, and the new item/service must coordinate, connect, or interface with the existing system by <insert description of how the new item/service must coordinate or interface>.

· X A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows:

Proprietary software

· These are "direct replacement" parts/components for existing equipment.

· Other information to support a sole-source buy:

CERTIFICATION

I certify that statements checked and information provided above are complete and correct to the best of my knowledge. In accordance with FAR 13.106-1(b)(1), the processing of this sole-source justification precludes the use of full and open competition.
