v1.5_JANUARY2020

SOURCE JUSTIFICATION

DARPA Singapore Project SAP

1300933747

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) and the Defense Advanced Research Projects Agency (DARPA) requires support for their project, Passive Acoustic Detection of Reef Ecological Soundscapes Singapore (PADRES Singapore) sea test and data analysis. The goal of this effort is to determine performance of machine learning algorithms on PADRES data collected in Singapore, compared with data previously collected in Hawaii. The PADRES team is developing indirect tracking and detection algorithms for autonomous vehicles in coastal environments. The anticipated total dollar amount of this contract is . The work to be provided shall include application of existing PADRES algorithms to new data collected in Singapore during the period of performance, support and guidance for the Singapore data collection to ensure that data will be amenable for processing, modifications and updates to PADRES algorithms to improve detection capability and ensure that algorithm is transferable across multiple coastal tropical settings (Singapore and Hawaii).

SOLE SOURCE JUSTIFICATION

The Gader Lab at the University of Florida was a previous performer on the NUWC PADRES project during OTA Agreement N666041891008) and thus has unique knowledge of the PADRES dataset and equipment involved. The Gader lab was involved in the initial development of PADRES detection algorithms and thus are the most appropriate vendor to provide updated testing and modification to these algorithms in support of PADRES Singapore. The cost of training a different vendor on the algorithms would be at least

; causing delays and cost exceedances that would mean NUWC Newport were not able to deliver required products to the DARPA sponsor.

RESELLERS:

The Gader Lab at the University of Florida does not have any authorized resellers.

Requiring Department:

Based on the above, I recommend this acquisition be conducted on a Sole Source basis. I certify the technical data which form the basis of this justification are complete and accurate.
