PR #: 1300933747
STATEMENT OF WORK
(SOW)
PADRES Singapore PR No. 1300933747
1.0 Background
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) requires support for the Passive Acoustic Detection of Reef Ecological Soundscapes Singapore (PADRES Singapore) sea test and data analysis. The goal of this effort is to determine performance of machine learning algorithms on PADRES data collected in Singapore, compared with data previously collected in Hawaii. The requirements are listed in the table below.
1.1 Funding Type: RDDA
1.2 Sponsor: Defense Applied Research Projects Agency, Biological Technologies
Office
1.3 Place of Performance: University of Florida, Gainesville, FL USA
1.4 Authorized User: Code 85, Dr. Lauren Freeman (Principle Investigator)
2.0 Scope
In support of the NUWC Newport and DARPA project, “Passive Acoustic Detection of Reef Ecological Soundscapes Singapore (PADRES Singapore),” the contractor shall prepare, develop, and complete an algorithm refinement and assessment to determine capability of PADRES algorithms in Singaporean territorial waters, and compare these results with those previously found for data collected in Hawaii, USA.
3.0 Applicable Documents
None.
4.0 Technical Requirements
4.1 Machine Learning Algorithm Implementation & Improvement: Continue algorithm development from existing PADRES datasets ahead of field data collection. Prepare codes for rapid applications to processed data from Singapore field data collection (Task 1.3). Apply algorithms to Singapore data. Participate in Field Data Collection via observation, quality control including analyzing data statistics and running detection algorithms. Compare performance of Singapore data (acoustic and video) to Hawaii data in indirect vehicle detection algorithms.
Improve detection algorithms as possible from Singapore data (can we apply background understanding from Hawaii to other environments? What considerations need to be made to translate existing work to new locations?) Finalize detection algorithms for future applications by end of performance.
Milestone 4.1.1: Algorithm hack-a-thon (NUWC & UF) NUWC & UF shall meet in person during tasks 1.4 and 1.5 to compare results, discuss findings to date and path forward, and collaborate on algorithm codes. It is anticipated that additional work will be required to update algorithms and/or run additional case study times after this meeting prior to the final workshop.
Milestone 4.1.2: Support Final Workshop (NUWC & UF) Deliverable 4.1: Code Report on Updated PADRES Algorithm
4.2 Data Analysis & Synthesis: Assimilate acoustic and environmental datasets. Compare indirect vehicle detection results, bioacoustic features, and general soundscape features from PADRES Singapore with results from previous PADRES effort. Explore similarities and differences between different environments and vehicles used in data collection. Algorithm performance metrics include detection likelihood with distance to vehicle, and comparison between sites if multiple sites are used.
Deliverable 4.2.1: Provide presentations at final workshop with DARPA and Singapore collaborators.
Presentations shall include recap of data collection and reconstruction, presentation of indirect detection results for Singapore dataset, comparison of indirect detection algorithm performance on the subject dataset vs. previously collected datasets, and any notable acoustic features that are similar and different between Singapore and Hawaii data which may have played into algorithm performance. It is anticipated that presentations from the NUWC team shall include UNCLASSIFIED and CONTROLLED UNCLASSIFIED INFORMATION (CUI). All presentation material containing CUI shall be provided to DARPA in advance to confirm that it is appropriate for the workshop.
Deliverable 4.2.2: Final Report on PADRES Singapore effort. To include comparison of results in Hawaii and Singapore, and implications for applicability to additional tropical shallow marine environments.
Deliverables:
Deliverable 4.2.1: Code Report on Updated PADRES Algorithm
Deliverable 4.2.2: Final Report on PADRES Singapore effort. To include comparison of results in Hawaii and Singapore, and implications for applicability to additional tropical shallow marine environments.
5.0 Progress Reports
The Contractor shall prepare a monthly Contractor’s Status Report that indicates the progress of work, status of the program(s), and existing or potential problem areas for all assigned tasks.
The Contractor shall submit the Contract Status Report for the same timeframe as each invoice submitted in the Wide Area Workflow (WAWF) Module of the Procurement Integrated Enterprise Environment (PIEE). CDRL DD1423-2
6.0 Government Furnished Information
None
7.0 Quality Surveillance and Performance Standards
The Government will conduct quality surveillance via observation during test conduct as needed, formal and informal discussions through phone and email, and review of deliverables.
Contractor performance will be evaluated in the areas of technical quality, cost control, schedule/timeliness, management, utilization of small business, and regulatory compliance as follows:
Technical Quality: The government will evaluate technical quality using the criteria defined in the Technical Requirements Section (4.0)
