Summary

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document dated May 2026, authorizing a sole-source award to Siemens Industry, Inc. for Test Support Equipment Control & Monitoring Systems (TSECMS) maintenance and support services to the 412th Electronic Warfare Group at Edwards AFB, California. The procurement covers a five-year base contract period (16 July 2026 – 15 June 2027) with four one-year option periods, structured as a fixed-price purchase order on a follow-on commercial firm contract basis. The TSECMS comprises proprietary Siemens hardware and software components including APOGEE Insight/Desigo CC Graphics, Automation-Level PXC Series Controllers, Desigo Field Panels, and related control systems utilized in the Benefield Anechoic Facility and supporting buildings. Contract line items include maintenance and support (CLIN0001), materials (CLIN0002), special projects (CLIN0003), and emergency services as needed (CLIN0004), with special projects capped at an unredacted annual limit. The contracting officer certified the justification on 28 August 2026, with technical personnel certification on 27 August 2026 and legal review coordination by Martin O'Brien, AFTC/JA on 14 September 2026.

The sole-source justification is supported by an integrated market analysis demonstrating that Siemens is the only vendor capable of providing unified maintenance due to proprietary software restrictions, OEM-exclusive access to diagnostic tools, and technical architecture constraints. Two vendors responded to a sources-sought posting on 29 June 2026; the first vendor could not provide Siemens hardware and emergency response capabilities, while the second lacked OEM-authorized access to proprietary software and firmware patches. The Government determined that splitting maintenance responsibilities across multiple contractors would create unacceptable operational risk and system liability. To foster future competition, the Government commits to evaluating migration to open-protocol building automation frameworks (such as Tridium Niagara, BACnet, or LONWorks) during future hardware lifecycle upgrades and will maintain continuous market surveillance for authorized Siemens partners or changes in corporate licensing policies.
