This Performance Work Statement (PWS) outlines the nonpersonal service contract to provide Test Support Equipment Control and Monitoring Systems (TSECMS) contractor requirements for the 412th Test Wing Electronic Warfare Group (EWG)/Electronic Warfare Joint Logistics (EWJX) Division at the Avionics Test and Integration Complex (ATIC) at Edwards AFB, CA, The respective site leadership shall oversee upgrades, repairs, modifications, all related operations, and maintenance performed on the TSECMS assets and capabilities used at these locations under the support services agreement. These assets are used to maintain and optimize existing TSECMS that primarily supports test operations in buildings 1020, 1030, and 1040 at Edwards AFB, CA, this effort shall be performed on the existing Government-owned chamber and facility control systems.

2.0 BACKGROUND AND SYSTEMS DESCRIPTION

TSECMS is a system used in B1030, the Anechoic Chamber, B1020, and B1040 test facilities, to operate, control and monitor facility HVAC, and Chamber Support Equipment in order to maintain system readiness in support of customer test operations. System readiness involves being able to adjust, control and monitor all critical ASE control parameters that are used to provide required utilities and controlled media such as high-pressure cooling air, hydraulic fluid, liquid cooling fluid such as Polyalphaolephine (PAO), Colanool, Ethylene-Glycol Water, and 400Hz Aircraft Power. For example, hydraulic fluid is provided to aircraft under test to operate aircraft landing gear and other aircraft hydraulic systems on board an aircraft to support various kinds of testing. In addition, cooling air is provided from a custom-built high-pressure Avionics Cooling Unit (ACU) used to provide required cooling air at pressures with varying pressures and flows to aircraft and other Avionics Systems Under Test (SUT). The software for the Avionics Cooling Unit (ACU) is based on the currently installed Building Automation System (BAS) platform. The system utilizes logic programming consistent with the installed OEM platform to support a wide range of Systems Under Test (SUTs). The Liquid Cooling Unit System is monitored to provide avionics cooling fluid at varying system pressures and flows to support liquid cooled onboard aircraft systems. Also, a custom built 400Hz Electrical System is controlled and monitored to provide 400Hz power to various aircraft and other SUT. In general, a TSECMS is primarily used to control critical equipment and systems to operate, control and monitor aircraft support equipment parameters and connected secondary systems.
