About this file
This is a Memorandum for the Record documenting a justification for using other than full and open competition for a simplified acquisition under the simplified acquisition threshold.
The memorandum authorizes a single-source acquisition for heating elements and temperature sensors required for a cargo refrigeration plant aboard a vessel. The specific products are a 12.5KW heating element (P/N: 19883100) and an air temperature sensor (P/N: 5550250-015), with delivery required by February 28, 2027. The required source is Trident Maritime Systems, doing business as IMECO Inc. The acquisition does not exceed the simplified acquisition threshold.
The justification for single-source procurement is based on five primary factors: (1) restrictive proprietary rights—Trident is the sole known OEM source with the technical data and manufacturing capability to produce these components; (2) exclusive licensing agreements—Trident is the only authorized manufacturer with all resellers tracing back to Trident as the sole OEM source; (3) standardization—maintaining fleet configuration baseline requires the specified VSB151L model from Trident Maritime Systems per COMSCINST 4790.3; (4) compatibility—the product is a direct replacement part for existing equipment requiring compatibility with Trident Maritime Systems vessels (T-AKE class); and (5) other reasons—potential loss of the cargo refrigeration plant would impact mission readiness and increase risk of costly depot-level repairs. The products are not designated as critical ship equipment per COMSCINST 4490.1 and SMS Procedure 10.6-002-ALL.
